About the position

The County of Los Angeles Fire Department is seeking qualified candidates to fill emergency Senior Application Developer vacancies related to the unprecedented natural disaster caused by windstorms and wildfires. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. During the initial work period, candidates will be assessed on their work performance, which will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment to Senior Application Developer.

Responsibilities

  • Codes, tests, and debugs complex application programs to create new business applications and interfaces or maintains/modifies existing business applications according to program specifications.
  • Develops work plans and technical documents covering system architecture, conversion, integration, testing, and implementation for a system or complex enhancement to a system.
  • Develops specifications for complex systems.
  • Performs unit and modular and integration testing for complex application development/modification.
  • Writes and executes programs to extract, transform, and load data for more complex system conversions.
  • Performs quality assurance functions.
  • Prepares, reviews, and validates technical documents and user manuals.
  • Leads in the identification, analysis and resolution of complex application problems.
  • Participates in developing application development methodologies and standards.
  • Reviews and monitors vendor performance to ensure projects are on time, within budget, and according to specifications.
  • Oversees installation of application software as needed.
  • Leads an application project team as needed.
  • Develops functional requirements as needed.
  • Develops solicitation documents such as requests for information, requests for proposals, requests for quotes, statements of works as needed.
  • Performs database management related activities for a specific application as needed.
  • Develops quality assurance procedures as needed.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree in Computer Science, Information Systems, or a closely related field and three (3) years of full-time experience within the last (5) years in coding, testing, and debugging applications programs.
  • One (1) year of experience at the level of Los Angeles County class of Application Developer II.
  • Four (4) years of full-time experience within the last five (5) years in coding, testing and debugging application programs.
