About The Position

This position performs advanced professional accounting work in support of the City’s financial operations, including general ledger maintenance, compliance reporting, and financial analysis. This position plays a key role in ensuring accuracy, internal controls, and adherence to North Carolina statutes and local government accounting standards. The Senior Accountant also supports budget execution, audit preparation, and interdepartmental coordination. NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville and meet the needs of the organization, which may result in the assignment of other duties and take precedence over duties described in this job description. Requirements

  • Bachelor’s degree in accounting, finance, economics, or related field.
  • Two (2) years of experience in budgeting, management analysis, or public administration.
  • Possession of a valid North Carolina driver’s license, or any valid driver’s license with ability to obtain a North Carolina driver’s license within 60 days of establishing a permanent residence in North Carolina.

Responsibilities

  • Manages capital assets, including tracking, capitalization, and ensuring proper accounting and reporting.
  • Assists with audit preparation and financial reporting to support compliance and internal controls.
  • Processes Council-approved budget amendments, including data entry into the Tyler ERP system.
  • Prepares and processes associated check requests in accordance with City policies.
  • Communicates budget amendment updates and impacts to departments in a clear and timely manner.
  • Completes monthly and quarterly North Carolina Department of Revenue (NCDOR) sales tax entries and reconciles to the general ledger.
  • Prepares and submits Occupancy Tax reports in compliance with applicable regulations and deadlines.
  • Independently reviews and analyzes monthly bank reconciliations for First Citizens Bank (FCB) accounts to ensure accuracy and completeness; identifies discrepancies, investigates variances, and determines appropriate corrective actions; prepares and recommends adjustments, subject to final approval by the Assistant Finance Director.
  • Maintains and reconciles general ledger accounts.
  • Assists with month-end and year-end closing processes.
  • Prepares audit schedules and responds to auditor inquiries.
  • Serves as the primary finance liaison for grant-related audits, monitoring visits, and compliance reviews.
  • Prepares schedules, supporting documentation, and responses related to Single Audits and grant compliance testing.
  • Develops and implements internal controls to safeguard grant funds and ensure compliance with funding requirements.
  • Ensures compliance with GAAP, GASB standards, and North Carolina Local Government Commission (LGC) requirements.
  • Performs other duties as assigned.
