About The Position

The NYC Department of Environmental Protection (DEP) is seeking a Section Chief of Construction Management North. This role is crucial for managing construction projects within the Bureau of Wastewater Treatment (BWT). The selected candidate will plan, direct, maintain, and evaluate the performance of engineering and project management staff responsible for supervising construction work on structural, mechanical, and electrical components at various DEP facilities. The position also involves managing consultant contracts and overseeing significant annual budgets for both consultant contracts and capital construction. The Section Chief may also assume the duties of the Division Chief in their absence. The DEP is committed to enriching the environment and protecting public health for New Yorkers through its extensive water supply and wastewater management systems.

Requirements

  • A valid New York State License as a Professional Engineer.
  • Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work.
  • At least two (2) years of the experience must have been in an executive, managerial, or administrative capacity.
  • Currently serving as a permanent or probable permanent (probationary) Administrative Engineer.

Responsibilities

  • Plans and directs staff workload to ensure 95% of projects are completed by the original planned completion date.
  • Implements available resources for highly complex and critical construction work.
  • Responsible for allocating workload and reviewing construction specifications, drawings, and schedules.
  • Supports pre-designed construction projects by utilizing DEP staff and contracted consultants.
  • Directs staff to notify all concerned parties on the status of high priority projects.
  • Oversees emergency work to ensure 100% execution in an expedited manner.
  • Assigns emergency work to staff and notifies all parties of the point of contact until construction completion.
  • Ensures staff keeps all parties informed of construction progress daily or as requested.
  • Manages the section's overtime budget to stay within guidelines, avoid exceeding caps, and justify cap waiver requests and compensatory time.
  • Trains staff to oversee field activities and produce reports.
  • Keeps updated lists of all projects and briefs the Division Chief weekly on their status.
  • Presents project construction status clearly at monthly meetings.
  • Stays updated on construction management strategies and recommends training and seminars for staff.
  • Assists in developing new and updating existing construction standard operating procedures (SOPs).
  • Demonstrates knowledge of and supports EEO standards and procedures.
  • Promotes a workplace free from safety hazards and ensures employee compliance with environmental, health, and safety (EH&S) laws, rules, regulations, and policies.
