About the position

This position performs technical work involving the enforcement of municipal ordinances regarding sanitation. Work involves investigation, surveillance and monitoring to ensure compliance with municipal solid waste codes. Employees in this class perform field and office work conducting investigations, administering municipal sanitary codes and assisting with the prosecution of violators. Work is performed in strict conformance with laws, regulations and departmental policy. This position works closely with the city's residential hauler to ensure compliance with contractual terms. Supervision is received from the Environmental Services Supervisor who reviews work through written reports and conferences for adherence to established policies, laws, regulations and departmental rules.

Responsibilities

  • Conducts commercial, multi-family and single-family housing and property standard inspections to ensure compliance with City Solid Waste and Recycling Management Ordinance.
  • Assists Broward County Solid Waste Compliance Agent and ensures haulers are in compliance with all ordinances. Reports and documents all deficiencies and notifies haulers of noncompliance.
  • Assists the City Attorney or other designated authority in the preparation of data for prosecution of violations. Attends court, special master or administrative board hearings to present testimony.
  • Performs field inspections of solid waste zones to ensure compliance with service schedules. Issues citations for violations.
  • Investigates complaints of collection/disposal contractor service related issues and performs related field inspections. Ensures satisfactory resolution for the customer.
  • Enters work orders from the field for cart repairs and monitors completion utilizing Trac-Ez and HTE.
  • Prepares written reports and recommendations relative to revising ordinances.
  • Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
  • Performs related work as required.

Requirements

  • High School Diploma or GED equivalent.
  • Four (4) years specific code enforcement field enforcement experience in ensuring compliance of Municipal, County, State or Federal laws and ordinances regarding housing, criminal justice, occupational licensure, sanitation, health, zoning or engineering laws.

Nice-to-haves

  • Certification as a Level I in Fundamentals of Code Enforcement is preferred.
