About the position

The Resource Management Analyst III position is a challenging yet rewarding role that allows individuals to be active problem-solvers in a collaborative atmosphere. This position is part of the Service Desk Branch (SDB) within the Division of Strategic Services (DSS) in the Office of Application Technology Services (OATS). The SDB serves a wide variety of customers within the state of Kentucky by identifying and researching system issues within various computer systems. The role involves providing technical and navigational support for critical health and human services systems, including TWIST, PCC Tracking, KY FACES, and CAN checks, among others.

Responsibilities

  • Provides direction in planning, organizing, and managing information resources in support of the agency's mission.
  • Acts as liaison between the business/programmatic functions of the agency and the information systems function.
  • Serves as departmental information resources manager and performs other duties as required.
  • Provides technical help desk support to end-users on navigation, training, and system issues for various computer systems.
  • Conducts problem resolution by identifying, researching, and analyzing end-user requests.
  • Manages a record of calls for assistance and training by recording them into the appropriate ticketing system.
  • Manages User Stories for system errors/cleanups utilizing DevOps, including notifying end-users once an error or cleanup has been resolved.
  • Assists in the testing phase of the SDLC (Systems Development Life Cycle) process.
  • Monitors new system processing guidelines and prepares for future implementation.

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Four years of systems analysis, business administration, or public administration experience.
  • Related technical or vocational training can substitute for the bachelor's degree requirement on a year-for-year basis.
  • A master's degree in computer science, business, or public administration can substitute for one year of the experience requirement.
  • Experience in computer programming, systems analysis, information services, research and statistics, business administration, or public administration can substitute for the bachelor's degree requirement on a year-for-year basis.

Nice-to-haves

  • Experience working with TWIST, the National Youth in Transition Database (NYTD), Private Child Care (PCC) Tracking, KY FACES, and/or CAN Checks.
  • Familiarity with policy for the Division of Protection and Permanency.
