Release Train Engineer (RTE) – Agile Program Integration

KBR, Inc.El Segundo, CA
$123,800 - $169,400Onsite

About The Position

KBR is seeking an experienced Release Train Engineer (RTE) to support the MSEIT contract at Space Systems Command (SSC). This role is responsible for coordinating Agile Program Increment (PI) execution across multiple independently contracted software development teams supporting U.S. Space Force mission systems. Unlike traditional commercial Agile environments, the development teams are separately contracted directly to the Government, requiring the RTE to operate primarily through coordination, influence, alignment, and stakeholder engagement rather than direct organizational authority. KBR serves as a systems engineering and integration (SE&I) partner to the Government and supports overall technical execution, cross-team coordination, and enterprise integration activities. The RTE plays a central role in helping align development priorities, stakeholder objectives, operational constraints, and enterprise modernization goals into executable Program Increment scopes and synchronized delivery plans. The program uses a streamlined SAFe-oriented model focused primarily on Program Increment planning, cross-team synchronization, dependency management, and release coordination rather than rigid adherence to all SAFe ceremonies or governance constructs.

Requirements

  • Ability to obtain and maintain a DoD Secret clearance
  • Bachelor’s degree in engineering, computer science, or related field
  • 8+ years of experience supporting Agile delivery, software program coordination, systems integration, or technical program management within DoD environments
  • Experience coordinating activities across multiple software development teams and stakeholder organizations
  • Familiarity with Agile delivery methodologies, including Scrum, SAFe, Kanban, or related frameworks
  • Experience facilitating Program Increment (PI) planning, Scrum of Scrums, release synchronization, or similar cross-team Agile coordination activities
  • Strong understanding of software delivery lifecycles and cross-team dependency management
  • Experience operating effectively in matrixed or federated organizational structures without direct authority over development teams
  • Strong communication, facilitation, negotiation, and stakeholder management skills
  • Experience using Jira, Confluence, and related Agile collaboration tools
  • Ability to balance operational priorities, stakeholder expectations, and technical realities in fast-moving delivery environments
  • Proficient in Microsoft Office products, such as Excel, Word, and PowerPoint
  • Possess strong oral and written communication and presentation skills

Nice To Haves

  • Active Secret or higher clearance
  • Master’s degree in engineering, computer science, or related field
  • Experience supporting Space Systems Command (SSC), Space Operations Command (SpOC/CFC), or related U.S. Space Force programs
  • Familiarity with SATCOM systems, mission management systems, or operational C2 environments
  • Experience working within SE&I or Government integration organizations supporting multiple contractors
  • Familiarity with DevSecOps environments, CI/CD-oriented delivery models, or software factory concepts
  • Experience supporting operational acceptance (OA) coordination or mission release synchronization
  • Understanding of cloud-native architectures, Kubernetes-based environments, or modern software platform ecosystems
  • Exposure to AI-enabled mission systems or data-driven operational platforms
  • SAFe®, Scrum Master, PMP, or related Agile/program management certifications
  • Experience helping transition programs from large release cycles toward more continuous delivery approaches
  • Familiarity with software delivery metrics, throughput optimization, or Agile portfolio prioritization approaches
  • Experience supporting heterogeneous software development environments with differing security and operational constraints
  • Exposure to mission engineering, enterprise modernization, or capability roadmap activities
  • Systems engineering certifications, such as INCOSE CSEP or ESEP

Responsibilities

  • Lead planning, coordination, and execution activities associated with Program Increment (PI) events across multiple independently contracted development teams.
  • Facilitate Scrum of Scrums and related synchronization activities to identify dependencies, blockers, delivery risks, and integration concerns across teams.
  • Work with Government stakeholders, operational users, architects, and development teams to help shape and recommend executable PI scope aligned with mission priorities and enterprise objectives.
  • Help reconcile development team priorities, stakeholder requests, operational needs, technical constraints, and enterprise direction into practical delivery plans.
  • Maintain active coordination among software teams, SE&I personnel, cyber organizations, operational stakeholders, and Government leadership.
  • Track cross-team dependencies, integration risks, operational impacts, and release readiness concerns affecting PI execution.
  • Develop and maintain status dashboards, delivery metrics, milestone tracking, and PI readiness products for leadership and stakeholders.
  • Interface with SSC, operational stakeholders, mission users, OA organizations, and contractor teams to maintain alignment throughout the PI lifecycle.
  • Support Agile execution and continuous improvement while maintaining flexibility appropriate for mission and operational realities.
  • Coordinate with Software Delivery Leads, operational stakeholders, and integration teams to ensure PI outputs remain aligned with operational delivery timelines and constraints.
