About The Position

Under general supervision, develops, coordinates, implements, and monitors rehabilitation and habilitation programs and grant-funded initiatives for individuals with developmental disabilities. Performs professional-level work in program administration, including grant development, compliance monitoring, stakeholder coordination, and evaluation of service delivery systems. Assists in policy development and supports Council committees and planning functions. Develops and administers grant-funded programs within assigned areas of emphasis (e.g., employment, education, health, community supports). Analyzes service systems to identify gaps and develops grant projects to address needs. Establishes program goals consistent with the State Plan on Developmental Disabilities. Monitors grant activities through reports, site visits, and data review. Ensures compliance with federal and state laws, regulations, and funding requirements. Administers competitive and continuation grant processes. Develops and updates program procedures, guidance, and grant materials. Provides technical assistance to grantees and service providers. Monitors program performance and ensures accountability of grant-funded activities. Prepares and contributes to required federal and state reports. Reviews applicable laws, regulations, and guidance to ensure compliance. Assists in development of monitoring and evaluation processes. Evaluates program outcomes and service delivery effectiveness. Coordinates with agencies and organizations involved in service delivery. Serves as liaison to state agencies, county boards, and community organizations. Provides consultation and technical assistance to grantees and partners. Assists other agencies in identifying and securing funding opportunities. Responds to inquiries from local, state, and national stakeholders. Provides administrative and programmatic support to Council committees. Coordinates committee meetings (agenda development, materials, minutes). Prepares reports and recommendations for Council committees and leadership. Documents proceedings and tracks follow-up actions. Assists in analysis of programs and development of policy recommendations. Researches and analyzes service delivery systems and program data. Reviews reports from federal agencies, national organizations, and other states. Assists in development of policy recommendations and legislative testimony. Supports implementation of federal initiatives and program requirements. Performs related duties to support program operations. Develops written materials, including reports, guidance documents, and communications. Represents the Council on workgroups, advisory bodies, and task forces. Attends training and conferences to maintain professional knowledge. Performs special projects and other duties as assigned.

Requirements

  • Graduate degree in a human service area (i.e., rehabilitation counseling, special education, guidance & counseling, psychology, social work, child & family community services) as required by an accredited college or university.
  • OR A graduate degree that leads to licensure as a licensed professional counselor by the Ohio Counselor & Social Worker Board.
  • OR Completion of graduate degree in other related vocational rehabilitation areas (e.g., rehabilitation management/administration from an accredited college or university).
  • OR Completion of graduate field of study in human services area (i.e., same examples as cited previously) as required by accredited college or university AND 12 months' experience as Rehabilitation Program Specialist 1, 69731.
  • OR In Ohio Department of Mental Health & Addiction Services only, licensed, certified, or registered clinical professional per OAC 5122-21-03 (E) Personnel Requirements (2).
  • OR In Ohio Department of Developmental Disabilities only, 4 years' experience in private or governmental agency responsible for habilitative &/or rehabilitative programs development in developmental disabilities (i.e., working with individuals with developmental disabilities) AND bachelor’s degree in professional human services field (e.g., psychology, education, anthropology) in accordance with provisions of 42 CFR 483.430(b)(5)(x) & interpretive guidelines issued by centers for Medicaid & Medicare services.
