About the position

The Regional Service Delivery Manager for the Eastern Region is responsible for providing leadership and oversight in multiple Local Workforce Areas, ensuring the achievement of established goals and performance outcomes of agency workforce development programs. This role focuses on the comprehensive delivery of services and an integrated, seamless client experience. The manager will oversee field office operations, personnel management, and coordination between program staff and state and local partners who provide services to jobseekers and employers in Virginia. The position requires collaboration with agency management and partners to develop and implement consistent training, policies, and procedures, ensuring adequate staff and resources for operations. The manager will also serve as a liaison to Local Workforce Development Boards and business communities, promoting agency services and conducting employer outreach. The position covers several regions, and the selected candidate may reside anywhere within the service area, with extensive travel required.

Responsibilities

  • Provide leadership and oversight in the Eastern region for workforce development programs.
  • Manage field office operations and personnel management.
  • Coordinate and create synergies between program staff and state/local partners.
  • Develop and implement training, policies, and procedures.
  • Ensure compliance with established policies, rules, and regulations.
  • Serve as a liaison to Local Workforce Development Boards and business communities.
  • Conduct employer outreach and training, and make presentations.
  • Maintain knowledge of high-demand occupations and ensure alignment of services.

Requirements

  • Comprehensive knowledge of employment, workforce, and job programs.
  • Excellent interpersonal, strategic planning, leadership, and decision-making skills.
  • Demonstrated ability to build and manage a successful team.
  • Experience in public or business administration, education, or workforce services.
  • Progressive leadership experience related to complex programs and operations.
  • Valid driver's license for statewide travel.

Nice-to-haves

  • Knowledge of the Workforce Innovation and Opportunities Act.
  • Experience managing multiple offices and working with Local Workforce Development Boards.
  • Certified Workforce Development Professional (CWDP) or related certification.
