About The Position

Participates in the collection of the City of Flint receivables. Performs field and office duties in enforcing and collecting the City's receivables; implements and maintains procedures and policies for the collection of municipal receivables; performs related duties as required.

Requirements

  • Bachelor’s Degree from an accredited college specializing in Business Administration, Public Administration or related field OR two (2) years of experience in the classification of Accountant, Auditor, Receivables Examiner or Senior Customer Service Clerk.
  • Knowledge of collection techniques.
  • Knowledge of business English and accounting and commercial arithmetic.
  • Ability to review accounts and implement appropriate actions with a minimum of supervisory direction.
  • Ability to effectively communicate both in writing and verbally.
  • Ability to make independent decisions in accordance with ordinances, laws, and departmental policies and procedures.
  • Ability to deal with staff members and the public in a courteous and effective manner.
  • Working knowledge of data processing systems and functions.
  • Ability to prepare accurate and clear reports and maintain records.
  • Possession of a valid State of Michigan Driver's License at the time of appointment.

Responsibilities

  • Learns and assists in implementing and maintaining procedures and methods necessary to conduct a collection and enforcement program for the City of Flint receivables.
  • Initiates enforcement procedures based on review of delinquent accounts in automated and manual systems.
  • Assists in the training and development of incoming Receivables Enforcement Officers.
  • Contacts taxpayers, accountants, attorneys and other interested parties through correspondence, telephone, and personal contact relative to the collection of delinquent accounts or remittance of monies due.
  • Maintains automated and manual procedures in the issuance of legal notices, other billings, final assessments and updating provisions of the automated files.
  • Develops and maintains records and files pertaining to all collections relevant to enforcement activity to ensure City of Flint compliance with appropriate ordinances.
  • Coordinates enforcement procedures with the City Attorney's Office and/or outside attorneys; assembles records and prepares documentation for court proceedings in the prosecution of collection receivable cases; participates in hearings and court trials pertaining to such cases.
  • Answers questions concerning the collection process, explains penalties and other consequences of lack of compliance.
  • Assists appropriate City personnel in the evaluation of delinquency of receivables and enforcement procedures to be taken.
