About The Position

Under the general direction of the Real Estate Portfolio Director, the Assistant Director of Real Estate Portfolio oversees and supports the execution of the City’s comprehensive real estate strategies. This position manages the day to day operational, financial, and administrative functions of the City’s real estate portfolio, including acquisitions, dispositions, abandonments, leasing, appraisals, asset management, and redevelopment activities. The role ensures alignment of real estate operations with City policies, long range planning, strategic priorities, and public interest objectives. The Assistant Director applies industry best practices in real estate management, supports integrated operational environments, and advances data driven decision making to optimize performance outcomes across the portfolio. This is a seasoned professional and managerial role requiring independent judgment, technical expertise, and the ability to coordinate multi departmental initiatives.

Requirements

  • Knowledge of real estate development, portfolio management, public‑sector real estate, and asset optimization.
  • Knowledge of federal, state, and local real estate regulations, appraisal standards, land‑use requirements, and development processes.
  • Knowledge of Best practices in real estate asset management, acquisitions, dispositions, leasing, and redevelopment.
  • Knowledge of Commercial and public sector property valuation and appraisal principles.
  • Knowledge of Municipal governance, public policy frameworks, and regulatory compliance.

Responsibilities

  • Oversees execution of the City’s real estate portfolio strategy, including acquisitions, dispositions, abandonments, relocations, redevelopment activities, and leasing transactions.
  • Leads development and implementation of asset management frameworks, performance measures, and long range real estate plans.
  • Manages appraisal processes, valuation reviews, due diligence activities, and feasibility evaluations to support decision making.
  • Directs the preparation, accuracy, and integrity of real estate records, portfolio analytics, reports, and property databases.
  • Coordinates with legal, finance, procurement, planning, and departmental stakeholders to ensure compliance with policies, laws, and regulations.
  • Oversees contract negotiations, third party vendor relationships, consultant oversight, and execution of real estate agreements.
  • Supports budget planning, forecasting, capital planning, and financial modeling for real estate transactions and asset operations.
  • Leads or supports redevelopment initiatives, public private partnerships, and strategic planning for underutilized assets.
  • Provides guidance on policy development, process improvements, and operational efficiencies within the City’s real estate functions.
  • Prepares presentations, briefings, and recommendations for senior leadership, elected officials, and public bodies.
  • Engages with community stakeholders, external partners, and neighborhoods to support transparency and project alignment with City needs.
  • Supervises staff, assigns work, evaluates performance, and ensures professional development across the real estate team.
  • May perform other duties as assigned.
