About The Position

CMS is currently looking for a Quality Control Manager (QCM). The candidate must have a minimum of five (5) years of combined experience as a Superintendent, QC Manager, Project Manager, Construction Manager or Project Engineer on previous projects of similar size and type construction contracts which would include the major trades that are part of this contract, and at least two (2) years of experience as a QC Manager. The Candidate must have completed the course 'Construction Quality Management (CQM) for Contractors' within the past 5 years. If the QC Manager does not have this certification, they must obtain the CQM for Contractors course certification within 90 days of award. The candidate must be familiar with the requirements of EM 385-1-1 Appendix Q and herein, in the areas of hazard identification and safety compliance that include: confined space, cranes and rigging, excavation/trenching, fall protection, and electrical work. The candidate must be capable of interpreting a critical path schedule and construction drawings. The candidate must have outstanding verbal and written communications skills and be organized to manage the quality control process and work as a team and must be on-site at all times when the work that presents the hazards associated with their professional expertise is being performed.

Requirements

  • A graduate of a 4-year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Constructions, or Building Science.
  • Minimum of five (5) years' experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type of construction contracts.
  • At least two (2) years' experience as a QC Manager.
  • Complete the course 'Construction Quality Management (CQM) for Contractors' and maintain current certification.
  • 30-Hr OSHA Course (Must be obtained within 60 days, maximum, of the contract).
  • 40-Hr Contract Safety Awareness Course (Must be obtained within 60 days, maximum, of the contract).

Responsibilities

  • Uphold safety on-site
  • Participate in the Post Award Kick-off, Partnering, Preconstruction, Design Development, and Coordination and Mutual Understanding Meetings.
  • Implement, Manage and control the three-phase QC process performed by QC Specialists, laboratory testing, or inspection personnel.
  • Coordinate with the on-site superintendent to immediately stop any segment of work that does not comply with the contract requirements.
  • Prepare daily QC Reports, including daily photographic documentation to support the work reported in the Daily Reports.
  • Prepare the QC portion for the weekly meeting with the government.
  • Ensure that design and construction submittals are reviewed and approved, as required by the contract, prior to allowing material on site and work to proceed with these items.
  • Update As-built drawings daily, maintaining up-to-date set on site.
  • Maintain a testing plan and log.
  • Perform Punch-out and participate in Pre-final and Final acceptance Inspections.
  • Ensure that all required keys, operation and maintenance manuals, warranty certificates, and the As-built drawings are correct and complete.
  • Coordinate scheduled work with Special Inspections required by Section 01 45 35 SPECIAL INSPECTIONS.
  • Manage the complete submittal process including initiation, detailed review to conform compliance, submission, and distribution.
  • Inspect materials and equipment received on-site and all applicable work and rework to ensure compliance with contract requirements.
  • Perform other duties as assigned.
  • Must be a citizen of the United States.
  • Must be able to pass the US Navy's required security background check.
