This role works under the general direction of the VCIF Director to coordinate and drive cross-agency collaboration among law enforcement, victim service providers, advocacy organizations, and community partners to strengthen coordinated responses for high-risk victims. The position aims to advance public safety strategy, enhance service delivery systems, and improve accountability across multidisciplinary partners. Key responsibilities include providing strategic leadership in the design, coordination, and implementation of VCIF public safety initiatives, ensuring alignment with City priorities, Memphis Police Department (MPD) operational goals, and evidence-based practices. A major focus is leading the reconstruction, modernization, and full implementation of the Lethality Assessment Program (LAP) for Shelby County, ensuring fidelity to the Maryland Model and sustainability within MPD operations. This includes overseeing operational integration of LAP into MPD procedures and partner response systems, managing training, performance monitoring, and continuous process improvement. The role serves as the primary liaison for LAP-related coordination, including technical assistance, stakeholder engagement, training facilitation, and policy alignment. It also involves facilitating cross-system collaboration, developing policies and procedures, leading working groups, designing tracking and reporting mechanisms, conducting research and data analysis, coordinating initiative timelines, supporting public-facing materials, providing guidance on operational inquiries, and traveling as required.
