About The Position

This role works under the general direction of the VCIF Director to coordinate and drive cross-agency collaboration among law enforcement, victim service providers, advocacy organizations, and community partners to strengthen coordinated responses for high-risk victims. The position aims to advance public safety strategy, enhance service delivery systems, and improve accountability across multidisciplinary partners. Key responsibilities include providing strategic leadership in the design, coordination, and implementation of VCIF public safety initiatives, ensuring alignment with City priorities, Memphis Police Department (MPD) operational goals, and evidence-based practices. A major focus is leading the reconstruction, modernization, and full implementation of the Lethality Assessment Program (LAP) for Shelby County, ensuring fidelity to the Maryland Model and sustainability within MPD operations. This includes overseeing operational integration of LAP into MPD procedures and partner response systems, managing training, performance monitoring, and continuous process improvement. The role serves as the primary liaison for LAP-related coordination, including technical assistance, stakeholder engagement, training facilitation, and policy alignment. It also involves facilitating cross-system collaboration, developing policies and procedures, leading working groups, designing tracking and reporting mechanisms, conducting research and data analysis, coordinating initiative timelines, supporting public-facing materials, providing guidance on operational inquiries, and traveling as required.

Design and implementation of tracking tools, dashboards, and reporting mechanisms for program performance
Monitoring program performance, ensuring accountability, and supporting data-driven decision-making
Research, data analysis, and trend evaluations to inform leadership decisions and enhance program effectiveness
Coordination of initiative timelines, deliverables, and operational priorities
Support for development of public-facing materials and messaging
Guidance on operational inquiries related to LAP and public safety initiatives
Escalation of issues as appropriate
Travel as required

Responsibilities

Serve as the primary liaison for LAP-related coordination, including technical assistance, stakeholder engagement, training facilitation, and policy alignment efforts.
Facilitate cross-system collaboration among MPD units, victim service providers, advocacy organizations, and community stakeholders to ensure standardized program execution and effective victim referral pathways.
Develop and formalize policies, standard operating procedures (SOPs), workflows, documentation standards, and training materials to institutionalize LAP and related public safety initiatives.
Lead multidisciplinary working groups, stakeholder convenings, and coordination meetings to strengthen partnerships and drive alignment across agencies.
Design and implement tracking tools, dashboards, and reporting mechanisms to monitor program performance, ensure accountability, and support data-driven decision-making.
Conduct research, data analysis, and trend evaluations to inform leadership decisions and enhance program effectiveness.
Coordinate initiative timelines, deliverables, and operational priorities across MPD leadership, VCIF partners, and community-based organizations.
Support development of public-facing materials and messaging in coordination with MPD Communications to ensure consistency with City standards.
Provide guidance on operational inquiries related to LAP and public safety initiatives, escalating issues as appropriate.
Travel as required to support meetings, training sessions, stakeholder coordination, and community engagement activities.
