About The Position

The Public Health Manager performs advanced professional, administrative, and supervisory work directing environmental and public health programs to ensure compliance with Federal, State of Illinois, County, and local ordinances. This position is responsible for planning, organizing, coordinating, and overseeing inspection, enforcement, restaurant plan review, and education that promotes and maintains a healthy and safe environment for the community. Duties involve supervisor of the Health Inspectors and oversight of regulatory enforcement, licensing, mosquito control and community health initiatives. Duties are performed under the general supervision of the Director of Neighborhood Services.

Requirements

  • Bachelor’s degree from an accredited college or university in environmental health science, biology, or a related field.
  • At least two (2) years of professional experience in public health, environmental health, or a related field, including experience in inspection and regulatory enforcement.
  • Thorough knowledge of the theories, principles and practices of environmental health.
  • Thorough knowledge of State and local environmental and public health law.
  • Thorough knowledge of water, food handling and related sanitation practices.
  • Ability to evaluate data and to read plats and blueprints.
  • Ability to solve problems within scope of responsibility.
  • Ability to establish and maintain effective working relationships with co-workers, supervisors and the general public.
  • Ability to present educational programs to staff and the general public.
  • Ability to analyze technical data and conduct basic research and investigations.
  • Extensive and demonstrative knowledge of the use technology application to complete daily operational tasks.
  • Must be a Licensed Environmental Health Practitioner in the State of Illinois through the Illinois Department of Financial and Professional Regulation.
  • Must possess and maintain a valid Illinois Driver’s License.

  • A degree in environmental health science from a program approved by the National Environmental Health Association Accreditation Council.

Responsibilities

  • Supervises, directs, trains, and evaluates the Health Inspectors, ensuring effective delivery of environmental and public health services.
  • Plans, develops, implements, and evaluates environmental and community health programs in accordance with established public health principles and applicable federal, state, and local laws.
  • Establishes policies, procedures, and performance standards for inspection and enforcement operations.
  • Serves as liaison to other City departments, state agencies, contractors, and community organizations.
  • Coordinates contracted services, including mosquito control operations.
  • Oversees and participates in inspections of restaurants, food stands, markets, food processing facilities, temporary and seasonal food establishments, educational institutions, daycare centers, and treatment centers to ensure compliance with food safety, sanitation, licensing, and environmental health standards.
  • Reviews and approves inspection reports, issues orders of compliance, and authorizes enforcement actions when necessary.
  • Investigates complaints related to food safety, licensed establishments, nuisance conditions, rodent and insect infestations, mosquito breeding sites, solid waste violations, water, air, light, and noise pollution, and well and septic system concerns.
  • Enforces rodent control, nuisance abatement, and solid waste disposal codes.
  • Reviews plans and specifications for new or extensively remodeled establishments for health code compliance.
  • Coordinates liquor license approvals and renewals related to health requirements.
  • Prepares enforcement documentation and provides court testimony when required.
  • Serves as Secretary to the Board of Health, preparing agendas, materials, reports, and maintaining official records.
  • Drafts, reviews, and recommends amendments to ordinances and regulations.
  • Oversees accurate recordkeeping systems and regulatory databases.
  • Prepares reports, program evaluations, and regulatory updates for leadership and governing bodies.
  • Provides education and consultation to businesses, institutions, and the public regarding sanitation and public health requirements.
  • Develops and presents educational programs and outreach initiatives.
  • Promotes cooperation and voluntary compliance through professional guidance and effective communication.
