About the position

The PSM & Utilities Supervisor is responsible for overseeing the plant utilities and ensuring the reliability of the plant utility systems. This role involves compliance with Corporate PSM Program requirements and federal, state, and local regulations regarding ammonia refrigeration, boilers, and burners. The supervisor will also lead sustainability and resource conservation efforts within the plant.

Responsibilities

  • Manage and mentor utilities maintenance staff on service, repair, and preventative maintenance of plant utility systems.
  • Ensure optimal performance of utility systems and support PM and CM schedules.
  • Train utilities maintenance staff on operational procedures related to utility systems.
  • Perform safety checks and preventative maintenance on utility systems.
  • Report on utility system operational progress and manage schedules and interruptions.
  • Oversee the development of utility system SOPs and maintenance plans.
  • Review operating and maintenance procedures for compliance with EHS programs.
  • Implement and maintain the Corporate Ammonia PSM Program.
  • Interface with various departments to manage ammonia hazards and ensure compliance with PSM regulations.
  • Direct reporting and regulatory compliance for EPA's Risk Management Plan (RMP).
  • Participate in PSM/RMP Compliance Audits and lead follow-up activities.
  • Manage the Ammonia Emergency Action Plan and ensure employee training.
  • Provide reports to Corporate and participate in PSM training events.
  • Facilitate PSM meetings and develop training for Operators and Contractors.
  • Manage outside contractors for efficient utility systems operation.
  • Lead plant resource conservation efforts related to utility systems.

Requirements

  • Associate's degree and 3+ years related experience in PSM/Ammonia refrigeration, or 7+ years related experience in lieu of a degree.
  • Working knowledge of refrigeration and maintenance systems, equipment installation/startups, and plant utility equipment.
  • Ability to utilize or learn AutoCAD for P&ID updates and change management.
  • Current RETA Certified Industrial Refrigeration Operator (CIRO) certification or ability to obtain it is preferred.
  • Detailed knowledge of ammonia refrigeration systems and the 14 PSM elements.
  • Knowledge of large scale boiler/steam systems, HVAC systems, wastewater systems, potable and non-potable water systems, air compressors, and electrical/control systems.

Nice-to-haves

  • Experience with implementing Process Safety Management Plans and Risk Management Plans.
  • Experience working with vendors and contractors on utility systems design and repair.
  • Experience creating and managing utility capital projects.
