About the position

The PSM & Utilities Supervisor is responsible for ensuring the safe, efficient, and reliable operation of the plant's utility systems, including ammonia refrigeration, boilers, chillers, air compressors, HVAC systems, wastewater treatment, and other related equipment. The role encompasses compliance with OSHA's Process Safety Management (PSM) standards and EPA's Risk Management Plan (RMP) requirements while fostering a culture of safety, sustainability, and continuous improvement. This position serves as a key leader in the plant's environmental stewardship, maintenance strategy, and resource conservation initiatives.

Responsibilities

  • Supervise and mentor utility maintenance teams to ensure effective operation, maintenance, and troubleshooting of critical utility systems.
  • Oversee training programs to ensure staff competency in utility operations, safety protocols, and compliance procedures.
  • Lead efforts to develop and improve Standard Operating Procedures (SOPs) for utility systems.
  • Manage the Suffield Ammonia PSM Program, ensuring compliance with OSHA's PSM and EPA's RMP regulations.
  • Coordinate key compliance activities, including PSM audits, Process Hazard Analyses (PHA), incident investigations, and Mechanical Integrity (MI) inspections.
  • Implement and manage Management of Change (MOC) processes for utility systems and ensure proper documentation and follow-up actions.
  • Conduct regular audits, maintain all PSM-related documentation, and prepare reports for management and regulatory agencies.
  • Direct the daily operation and preventive maintenance of ammonia refrigeration systems, boilers, water towers, chillers, wastewater systems, and other plant utilities.
  • Ensure equipment reliability through monitoring, diagnostics, and maintenance schedules, including Preventive Maintenance (PM) and Critical Maintenance (CM).
  • Respond promptly to utility system issues to minimize disruptions to plant operations.
  • Collaborate with local & Corporate Environmental Health and Safety (EHS) and Plant Management teams to develop and implement sustainability initiatives aligned with corporate goals.
  • Lead resource conservation (RC) projects to optimize water, energy, and utility usage and improve overall environmental performance.
  • Integrate conservation measures into capital projects and ensure stakeholder engagement at all levels.
  • Maintain compliance with all federal, state, and local regulations related to ammonia refrigeration, wastewater treatment, boilers, and other utility systems.
  • Prepare and present utility system performance reports, safety metrics, and improvement plans to Corporate and Plant Management.
  • Oversee emergency action plans and participate in emergency response training, including serving as a member of the HazMat team.
  • Identify and implement opportunities for safety, efficiency, and process improvements within the utility systems.
  • Stay current on industry standards and best practices, incorporating innovative solutions into plant operations.
  • Manage contractors for utility-related projects, ensuring adherence to scope, timeline, and safety requirements.
  • Perform additional responsibilities as assigned to support plant operations and strategic goals.

Requirements

  • Associate degree in engineering, maintenance, or a related field. Bachelor's degree preferred.
  • 3+ years of experience in PSM and ammonia refrigeration systems; relevant extra experience may be considered in lieu of a degree.
  • RETA Certified Industrial Refrigeration Operator (CIRO) certification or similar training preferred.
  • Technical knowledge of refrigeration systems, boilers, wastewater systems, and electrical/control systems required.
  • Proficiency in OSHA's PSM and EPA's RMP regulations, hazard analysis methods (e.g., HAZOP), and emergency planning.
  • Experience in vendor and contractor management for utility system design, installation, and repairs.
  • Familiarity with AutoCAD or similar tools for updating P&IDs and managing changes.
