About the position

The Property Manager is responsible for managing KANA's lease agreements with Indian Health Service (IHS) and Bureau of Indian Affairs (BIA) (105(l) leases). The Property Manager supports KANA and Kodiak Area Tribes in 105(l) lease management, with the goal of maintaining village-based infrastructure that meets community and organizational needs. The Property Manager manages KANA properties that are leased to third parties in support of KANA's Indian Self-Determination and Education Assistance Act (ISDEAA) program, and develops and sustains strong relationships with IHS and BIA officials and others to achieve KANA's organizational objectives.

Responsibilities

  • Develops and sustains high-quality relationships and regular communication with IHS and BIA officials, local officials, lessors, lessees, colleagues, and community partners.
  • Supports and assists in the preparation, submittal, and renewal of facility cost reimbursement proposals ('105(l) leases') with the Indian Health Service and Bureau of Indian Affairs as directed by supervisor and in line with KANA's mission.
  • Collaborates with Kodiak Area Tribes to explore opportunities to expand 105(l) programs in the region.
  • Advises on property management strategies, including efforts to identify and implement housing solutions for KANA providers and staff.
  • Manages KANA's property leases with third parties, including investigating and negotiating lease terms to meet KANA's program needs and space requirements, and ensures that lessors comply with lease terms, applicable regulatory requirements, and KANA's program requirements.
  • Supports KANA's provision of health services and ISDEAA program functions, services, and activities via property management and generation of supplemental funding.
  • Manages KANA's leases of KANA property to third parties to generate supplemental funding for KANA's ISDEAA program. Shows property, assesses lease applications, negotiates and enforces leases, investigates and assists with resolution of property complaints and violations, and ensures adherence to applicable regulatory requirements.
  • Works with community representatives in support of KANA properties (leased and owned) in remote villages. Coordinates with other KANA departments in support of those properties. Travels as needed to remote communities for village leasing and property oversight by small plane.
  • Coordinates with programs and department leadership to efficiently use and organize KANA's facility space across multiple programs (office assignments, coordination with Information Technology and Facilities and Procurement for office moves, etc.).
  • In conjunction with KANA Administration, Finance, and Facilities, ensures appropriate insurance coverage for KANA-owned facilities, leased facilities, and program delivery locations, as well as utility accounts, and service contracts for all leased properties.
  • Maintains well-organized and appropriate records of floor plans, office maps, facility designs, etc. for all KANA owned and leased properties.
  • Collaborates with other staff (including Facilities, Human Resources, and Quality) to coordinate appropriate safety plans, and ensure facility maintenance meets organizational needs and compliance requirements.

Requirements

  • Bachelor's degree in business, finance, real estate, or a related field; or equivalent combination of education/training and experience.
  • Prior experience in property management, leasing, or real estate is preferred.
  • Familiarity with 105(l) leasing or federal reimbursement programs preferred but not required.
  • Current Alaska Real Estate License.
  • Valid Alaska 'Class D' Driver's License, with an acceptable driving record.
