About The Position

RS21 is seeking an experienced Project Manager to plan, execute, and deliver complex, mission-driven projects across a diverse portfolio of client engagements. This role sits at the intersection of strategy and execution, ensuring that cross-functional teams are aligned, timelines are met, and project outcomes consistently exceed client expectations. The Project Manager will work closely with technical leads, data scientists, engineers, designers, and business development staff to drive project success from kickoff through closeout. You will serve as the primary point of accountability for scope, schedule, budget, and stakeholder communication across multiple concurrent initiatives supporting healthcare, government, and other mission-driven sectors. This role requires a highly organized, proactive communicator with the ability to manage ambiguity, anticipate risk, and keep diverse teams moving toward shared goals in a fast-paced, agile environment.

Requirements

  • Bachelor’s degree in business or a related field, or equivalent practical experience.
  • 3 to 5 years of project management experience, with a demonstrated track record of delivering complex, multi-stakeholder projects on time and within budget.
  • Proficiency with project management tools and methodologies (e.g., Jira, Asana, MS Project, Smartsheet, or equivalent).
  • Experience working in agile environments, including familiarity with Scrum or Kanban frameworks.
  • Strong organizational skills with the ability to manage multiple concurrent projects and shifting priorities.
  • Excellent written and verbal communication skills, including experience preparing executive-level reporting and client-facing materials.
  • Demonstrated ability to build and maintain productive relationships with clients, stakeholders, and cross-functional team members.
  • Comfortable working in ambiguous, fast-paced environments with the ability to exercise sound judgment independently.

Nice To Haves

  • Project Management Professional (PMP) certification.
  • Certified Scrum Master (CSM), PMI-ACP, or equivalent agile certification, preferred
  • Experience managing projects in federal, state, or local government contexts, including familiarity with FAR, contract deliverables, and compliance requirements.
  • Background supporting data, analytics, or technology projects with multidisciplinary technical teams.
  • Experience with budget management and financial reporting in a professional services or government contracting environment.
  • Familiarity with PMBOK, SAFe, or other structured delivery frameworks.
  • Experience using collaboration and documentation platforms such as Confluence, SharePoint, or Google Workspace.

Responsibilities

  • Lead end-to-end project management across the full project lifecycle, from initiation and planning through execution, monitoring, and closeout.
  • Develop and maintain detailed project plans, schedules, work breakdown structures, and resource allocations in alignment with contract requirements and organizational priorities.
  • Define and track project milestones, deliverables, and success criteria in collaboration with technical leads and clients.
  • Manage project budgets, monitor burn rates, and provide timely financial reporting to leadership and stakeholders.
  • Identify, assess, and proactively mitigate project risks and issues, escalating appropriately when needed.
  • Facilitate agile ceremonies including sprint planning, standups, retrospectives, and backlog grooming in coordination with technical teams.
  • Ensure project documentation, status reports, and artifacts are maintained to a high standard throughout the project lifecycle.
  • Serve as the primary point of contact for client stakeholders, maintaining strong relationships built on trust, transparency, and consistent delivery.
  • Prepare and deliver clear, concise project status updates, executive briefings, and milestone reports tailored to technical and non-technical audiences.
  • Facilitate productive meetings, workshops, and working sessions with clients, partners, and internal teams.
  • Manage stakeholder expectations through proactive communication of scope changes, schedule impacts, and risk mitigation plans.
  • Support change management activities by helping clients understand and adopt new systems, processes, or analytical capabilities.
  • Coordinate and align multidisciplinary project teams spanning data engineering, analytics, software development, design, and operations.
  • Partner with technical leads to translate project requirements into actionable work plans and ensure technical deliverables meet client expectations.
  • Remove blockers, resolve dependencies, and create the conditions for team members to do their best work.
  • Collaborate with People Operations and technical managers to support appropriate staffing and onboarding of project personnel.
  • Foster a team environment grounded in accountability, psychological safety, and continuous improvement.
  • Contribute to proposal development by providing project management methodology, staffing plans, schedule estimates, and past performance documentation.
  • Participate in client discovery conversations and pre-award meetings to inform scope and delivery approach.
  • Support contract modifications, option year planning, and scope negotiations in coordination with program leadership.
  • Document and share project lessons learned to strengthen organizational delivery capabilities and proposal quality.
