About the position

The City of Norfolk is seeking a Civil Engineer II to serve as a Project Manager for structural and waterfront projects. This role involves managing the design and construction of various public infrastructure projects, including bridges, bulkheads, and parking garages. The position requires coordination with multiple departments and agencies, oversight of project budgets and schedules, and ensuring high-quality delivery of services to the community.

Responsibilities

• Manages and leads the design process by planning schedules and budgets, implementing approved construction programs, and coordinating design work with other city departments and outside agencies.
• Prepares construction documents including drawings and specifications for bidding and construction purposes, and monitors the production of architectural and engineering drawings.
• Procures services of architectural and engineering firms, negotiates and manages consultant contracts, and reviews invoices for design services.
• Oversees construction administration, including inspection of construction activities, review of project schedules, and processing of contract documents and invoices.
• Provides assessments and problem-solving support for structural concerns to other Divisions and Departments.
• Acts as the City and/or Departmental representative on assigned projects, advising on best practices and budget estimates.
• Prepares written documentation of project status and manages project budgets.

Requirements

• Bachelor's degree in a relevant field or equivalent experience.
• Two years of experience in engineering, architecture, or construction.

Nice-to-haves

• Over three years' experience in engineering, architecture, or construction.
• One year of experience in a lead role managing large, complex construction projects.
• In-depth knowledge of structural engineering and intermediate knowledge in civil, construction, or related fields.
