About The Position

OCT Consulting is seeking a Project Manager to support our federal client. This role involves providing project management support aligned with the Enterprise Performance Life Cycle (EPLC), developing key project documentation, identifying and mitigating risks, and supporting lifecycle processes. The Project Manager will also provide technical assistance to ensure systems meet business needs, apply frameworks like SAFe and Six Sigma, and prepare all necessary documents and artifacts required by the agency’s governance framework. This position is contingent upon contract award.

Requirements

  • Must be a U.S. Citizen.
  • Bachelor’s degree in Project Management, Business Administration, Information Technology, or a related field (or equivalent experience).
  • Minimum 5 years of experience in IT project management within a federal government environment.
  • Active Project Management Professional (PMP) certification or Certified Scrum Master (CSM), or equivalent, required. Certification must be maintained throughout the period of performance.
  • Experience with the Enterprise Performance Life Cycle (EPLC) framework and governance processes.
  • Experience applying frameworks such as SAFe (Scaled Agile Framework) and Six Sigma.
  • Experience with Capital Planning and Investment Control (CPIC) processes.
  • Experience developing management plans, work breakdown structures, integrated master schedules, risk reports, and status briefings.
  • Knowledge of federal IT compliance requirements including NIST, FISMA, and Section 508.
  • Experience with security compliance documentation including SSPs and POA&Ms.
  • Excellent communication, stakeholder engagement, and organizational skills.
  • Certifications required: PMP, Scrum Master, or equivalent (per RFP Section 10).

Responsibilities

  • Provide project management support aligned with the Enterprise Performance Life Cycle (EPLC).
  • Develop management plans, work breakdown structures, and integrated master schedules.
  • Identify risks and implement mitigation strategies.
  • Support lifecycle processes including analysis, testing, and reporting.
  • Provide technical assistance to ensure systems meet business needs.
  • Apply frameworks such as SAFe and Six Sigma to streamline project execution.
  • Prepare all documents and artifacts required under the agency’s governance framework.
  • Provide project management services to program areas as directed by client to support oversight, collaboration, information exchange, and effective implementation of products and services throughout their life cycle.
  • Perform tasks including process diagramming, testing and documenting results, preparing status summaries, and describing issues.
  • Submit assigned projects into SharePoint or specified location within designated timeframes.
  • Attend all meetings for assigned workgroups and communities of practice.
  • Develop a transition plan with the COR and Technical Monitor.
  • Provide a detailed strategy for transferring projects and tasks based on program needs.
