About The Position

The City of Sioux City is seeking a Project Manager to coordinate and administer the construction, maintenance, and development of public works and utility facilities city-wide. This role involves supervising the design and construction of streets, bridges, water and sewer systems, and related public works projects. The position requires a thorough knowledge of civil engineering principles, survey systems, and drafting. Employees are required to reside within thirty (30) miles of the City of Sioux City limits, including Iowa, Nebraska, and South Dakota. Work hours are Monday through Friday from 8:00 AM to 4:30 PM.

  • Prepare clear, concise, and comprehensive written reports and provide explanations which require displaying and presenting plans and drawings, graphics, spreadsheets, and other communication methods to audiences of varying familiarity.
  • Project management methods and practices for planning, budgeting, scheduling, monitoring performance, and evaluating results.
  • Knowledge of the principles and practices of the projects managed as related to the preparation of plans and specifications.
  • Ability to establish and maintain effective working relationships with representatives of other agencies, municipal officials, and the general public.
  • Ability to express ideas clearly and concisely, orally and in writing.
  • Knowledge of general management principles, program methodologies, and procedures.
  • Knowledge of Capital Improvement Program procedures and practices.
  • Knowledge of Federal and state laws, and local ordinances and code as they relate to all requirements of the job.
  • Requires effective communication skills and the ability to aid customers (external and internal).
  • Requires the ability to write and speak effectively with fellow employees, City Council, and the general public; read in English; apply common sense understanding to the work process, procedures, programs, and services; and to provide and follow verbal and written instructions.

  • Graduation from an accredited college or university with a Bachelor's Degree in architecture, engineering, construction or facilities management, business administration, public administration, planning or related field of study with course work in the principles and practices of architectural/engineering design is required.
  • Three (3) years of full-time professional-level work experience in design and/or construction project management and budgeting, project administration, development, research/evaluation or management.
  • Or An equivalent combination of education and experience substituting experience equal to one year of full time work for a public or private organization where the preponderance of duties is directly related to project development and management.

Responsibilities

  • Plans, develops, researches, and analyzes special project initiatives designed to improve service delivery and quality of life in Sioux City, including public utilities, City services, environmental issues, and economic development.
  • Coordinates with stakeholders in the administration of construction contracts and conducts periodic on-site observations of work in progress to ensure contract compliance.
  • Provides cost estimates, budgets, and project schedules; ensures appropriate documents are prepared and monitors project budget to achieve successful project completion and/or grant compliance.
  • Consults with various departments to determine project scope and requirements, gathers and prepares information regarding design, specification, materials, equipment, estimated costs, and timeline to achieve project completion.
  • Oversees and directs construction projects from conception and design to completion.
  • Scopes projects in-depth to determine deliverables and budgets.
  • Prepares internal and external reports pertaining to job status.
  • Determines methodologies, information resources, and techniques to be utilized in the conduct of architectural research, planning, and programming studies.
  • Reviews and recommends for approval the work of design teams during development of new construction and modernization projects.
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Researches and reviews State and Federal regulations and proposed amendments as related to Public Works.
  • Responds to citizens’ questions and comments in a courteous and timely manner.
  • Assures compliance with City, State, and Federal policies and ordinances.
  • Administers consultant contracts for project design development work, as well as participating in the selection processes.
  • Manages teams of consultants and contractors.
  • Implements quality construction standards and practices to ensure quality and safety.
  • Effectively communicates both verbally and in writing, including the preparation of contracts, schedules, expenditures, and project reports.
  • Maintains productive relationships with managers, design and engineering consultants, and contractors; and engages in problem-solving, team building, and partnerships to accomplish the overall objectives of the department and City leadership.
  • Prepares clear, concise, and comprehensive written reports and provides explanations which require displaying and presenting plans and drawings, graphics, spreadsheets, and other communication methods to audiences of varying familiarity.
  • Expected to temporarily perform duties outside of normal classification in the event of a declared emergency.
