About The Position

Apogee Global RMS is seeking a Program/Project Manager II to support programs under the eCRAFT MANP2 labor category. This is a Key Personnel position supporting high‑visibility Navy engineering, modernization, and lifecycle initiatives. This candidate will drive disciplined program execution across planning, budgeting, scheduling, subcontract oversight, and technical coordination — ensuring alignment with NAVSEA processes, milestones, and reporting expectations.

Requirements

• Bachelor’s degree in engineering or business from an ABET‑accredited institution
• 10+ years of experience as a Program Manager supporting NAVSEA or related DoD programs
• Demonstrated experience with NAVSEA program/project management
• Demonstrated experience with contract and subcontract management
• Demonstrated experience with budgeting, scheduling, estimating, and performance tracking
• Demonstrated experience with lifecycle program support and milestone management
• Demonstrated experience with POA&M development and burn‑rate monitoring
• Demonstrated experience with IMS support and technical coordination
• Ability to obtain Government facility/network access; Tier 3 investigation required for on‑site DON system access

Nice To Haves

• PMP Certification
• Experience managing CPFF/LOE or SeaPort‑NxG task order environments
• Familiarity with NSWCPD, NAVSEA 05/07, or Navy modernization programs

Responsibilities

• Lead NAVSEA‑aligned program and project management activities across assigned portfolios
• Manage contract and subcontract performance, deliverables, and vendor coordination
• Develop and maintain program budgets, schedules, estimates, and progress tracking artifacts
• Provide full lifecycle program support, including planning, execution, monitoring, and closeout
• Track spend rates, burn curves, and financial performance against LOE/CPFF task orders
• Build and maintain POA&Ms, milestone plans, and risk/issue logs
• Support Integrated Master Schedule (IMS) development and updates
• Facilitate technical meetings, capture action items, and deliver status reporting to Government stakeholders
• Coordinate with engineering, logistics, and technical teams to ensure alignment with SOW and task order requirements
