About The Position

ShorePoint is seeking a Program Manager - Finances/Programmatics with extensive experience overseeing both financial and programmatic dimensions of large-scale cybersecurity efforts. This leader will be instrumental in managing the financial health and operational reporting of the task order while driving programmatic strategy to ensure successful performance across all phases of SOC maturation. The Program Manager - Finances/Programmatics role involves oversight of reporting mechanisms, chargeback modeling and coordination with internal and external stakeholders. Requirements

  • Expertise in programmatic and financial management within complex federal cybersecurity environments.
  • Experience with program performance metrics, chargeback frameworks and funding models.
  • Strong understanding of contract execution, financial oversight and risk mitigation.
  • Proven ability to lead cross-functional teams and interface with senior leadership and stakeholders.
  • Knowledge of enterprise IT service delivery and cybersecurity program objectives.
  • Bachelor’s degree or 3+ additional years of relevant experience in lieu of degree.
  • 10+ years of relevant experience.
  • Project Management Professional (PMP) certification or equivalent certification, plus eight (8) years of cybersecurity experience OR ten (10) years of documented cybersecurity project management experience.
  • Proven ability to analyze complex requirements and translate them into clear, actionable tasks and processes through critical thinking.
  • Applicants must currently hold and maintain an active Secret clearance.

Responsibilities

  • Manage the financial and programmatic aspects of the task order, including funding oversight, budgeting and performance reporting.
  • Develop, implement and maintain chargeback models, budgeting strategies and invoicing practices.
  • Support bureau intake planning and performance coordination aligned with enterprise SOC integration objectives.
  • Lead the development and execution of long- and short-term operational strategies to meet contractual and performance goals.
  • Communicate programmatic direction and funding posture to senior stakeholders, internal executives and external partners.
  • Oversee cross-functional teams, including subordinate managers and experienced specialists, to ensure delivery excellence.
  • Align program performance with broader cybersecurity initiatives such as centralized SOC consolidation and automation.
  • Apply sound risk, resource and financial management practices in support of ongoing SOC enhancements.
