About the position

The Program Manager will serve as the Director of Program Implementation in the Illinois Division, overseeing the delivery of the Federal-aid Highway Program. This supervisory role involves providing leadership and policy direction to ensure effective program management and compliance with federal laws. The position requires collaboration with state and local officials, as well as direct supervision of a team of engineers and program managers.

Responsibilities

• Serve as the principal advisor to the Division Administrator and Deputy Division Administrator.
• Provide policy and program direction for the management and coordination of Federal aid highway programs.
• Participate in developing and implementing Federal-aid oversight initiatives and stewardship functions.
• Provide program expertise to state and local government officials to ensure effective program delivery.
• Recommend and facilitate the implementation of innovative programs to improve transportation program delivery.
• Directly supervise a diverse team of engineers and program managers.
• Communicate organizational strategies, goals, objectives, and priorities to internal and external audiences.
• Build coalitions and partnerships with state and local officials.

Requirements

• U.S. citizenship is required.
• At least one year of specialized experience equivalent to the GS-13 grade level, including program management principles related to highway and surface transportation programs.
• Experience in providing program oversight and conducting process reviews and strategic planning.
