About the position

The Program Analyst position within the Department of Veterans Affairs focuses on assessing requests from Veterans Health Administration (VHA) customers related to enhancements or new developments in health information technology (IT) solutions. The role is crucial for ensuring that these requests align with VHA's clinical and business needs, supporting changes in business processes, policies, and strategies.

Responsibilities

  • Facilitate the initial assessment of new service requests for IT development projects and capture high-level business needs.
  • Research and evaluate existing, new, and emerging functional and non-functional requirements related to service requests.
  • Coordinate, facilitate, and document meetings with VHA business representatives to elicit and manage requirements for IT projects.
  • Develop business requirements that adhere to management plans and change management policies.
  • Support the RDM Director and Requirements Leads on requirements activities.
  • Update and maintain the RDM New Service Request Database and Point site for communication.
  • Advise on operational changes and investments to improve VHA program efficiency.
  • Provide input on innovations to improve RDM processes and tools used in requirements management.
  • Prepare briefing documents and present findings to stakeholders.
  • Collaborate with contracted analysts in processing new service requests.

Requirements

  • One year of specialized experience at least at the GS-11 level, including developing healthcare business requirements and managing technology project requirements.
  • Knowledge and experience in business requirement analysis.
