About the position

The Program Analyst position at Systems Planning and Analysis, Inc. (SPA) focuses on providing expert support in Medical Integration and Warfighter Engagement. The role involves conducting research and development analysis for the Defense Threat Reduction Agency, particularly in the Chemical Biological Department. The analyst will engage in strategic planning, coordination, and execution of complex projects, ensuring effective communication between various stakeholders including DoD scientists, medical specialists, and Warfighters.

Responsibilities

  • Serve as a subject matter expert (SME) on projects by providing research and development (R&D) analysis to the Defense Threat Reduction Agency.
  • Provide strategic planning support with planning, analysis, and information gathering.
  • Relay, coordinate, and ensure the execution of plans during complex operations or projects.
  • Act as an integrator and advisor between Science and Technology Managers, DoD scientists, engineers, medical and CBRN specialists, industry, academia, and Warfighters.
  • Attend relevant enterprise and technical meetings to stay informed of current work and developments.
  • Support collaboration with other Chemical Biological Divisions to guide technology identification and validation.
  • Inform design, operational coordination, and advisement of Warfighter engagement events.
  • Facilitate analysis of early technologies for operational considerations.

Requirements

  • Bachelor's degree in Biological Science, Chemistry, Medicine, Engineering, or related field.
  • 3-5 years of relevant professional experience.
  • Medical and/or pharmaceutical experience or education.
  • Strategic planning experience.
  • Ability to break down complex unstructured problems and develop solutions.
  • Experience coordinating multiple priorities and multi-faceted efforts.
  • Excellent communication skills for conveying complex technical subjects to diverse stakeholders.
  • Working knowledge of Microsoft Office Suite.
  • Active DoD Secret clearance.

  • Military service and operational experience.
  • Experience with Materiel development/acquisition process.
  • Experience working in an unstructured, exploratory environment.
  • Biomedical/biotechnology experience or education.
  • Chemical Biological Defense Program experience.
  • Experience assessing developing/pre-fielded technologies.
  • Master's degree in Biological Science, Chemistry, Engineering, or related field.
  • Active DoD Top Secret clearance.
