About The Position

The City of Palm Bay is conducting a multi-level recruitment for Procurement Agent III, II, or I. The intent is to fill the current vacancy as a Procurement Agent III. Applicants with qualifications for Procurement Agent II or I may be considered. This role involves performing professional work of varying difficulty in the technical and administrative functions of the city's procurement activities, including procurement and contract administration. Responsibilities include preparing, reviewing, and evaluating technical specifications, reviewing competitive solicitation replies and proposal submittals for contracts, and ensuring compliance with applicable laws and regulations. The position also involves coordinating with various departments, acting as a liaison between vendors and user agencies, and potentially serving in higher-level roles in their absence.

Requirements

  • Procurement Agent III: Bachelor's degree in Business Administration, Public Administration or related field, plus a minimum of five (5) years of progressive public procurement experience. OR Associate degree in Business Administration, Public Administration or related field plus seven (7) years of progressive public procurement experience.
  • Procurement Agent III: Minimum of three (3) years of verifiable experience with soliciting and contracting complex procurements, to include but not limited to: construction services (capital improvement projects, both horizontal and vertical construction), professional consultant services to include architect and engineering services and grant-funded projects, including federally funded commodities and services.
  • Procurement Agent III: Must be well versed in complex solicitation types, to included IFB/ITB, RFP, RFQ and Design-Build.
  • Procurement Agent III: Thorough knowledge of all other types of procurement for various commodities and services utilized by government agencies is also required.
  • Procurement Agent III: Must have knowledge of rules and regulations regarding procurement and expenditure of federal, state and local grant funds.
  • Procurement Agent III: Must possess a valid Florida’s Driver’s License and have and maintain an acceptable driving record.
  • Procurement Agent III: Buyer level or above certification in purchasing from a nationally recognized purchasing association is required within two (2) years of hire.
  • Procurement Agent II (Internal): A minimum of two (2) years of experience as a Procurement Agent I with the City of Palm Bay.
  • Procurement Agent II (External/Internal City): An Associate degree in Business Administration, Public Administration or related field, plus a minimum of three (3) years of verifiable progressive public procurement experience.
  • Procurement Agent II: Thorough knowledge of procurement for various commodities and services utilized by government agencies is required.
  • Procurement Agent II: Must have knowledge of rules and regulations regarding procurement and expenditure of federal, state and local funds.
  • Procurement Agent II: Must possess a valid Florida’s Driver’s License and have and maintain an acceptable driving record.
  • Procurement Agent I: An Associate degree in Business Administration, Public Administration, or related field, plus one (1) year of experience related to the governmental purchasing function.
  • Procurement Agent I: OR A High School Diploma or GED plus five (5) years of experience related to the governmental purchasing function.
  • Procurement Agent I: Must possess a valid Florida’s Driver’s License and have and maintain an acceptable driving record.

Nice To Haves

  • Procurement Agent II: Bachelor’s degree preferred.
  • Procurement Agent II: Buyer level or above certification in purchasing from a nationally recognized purchasing association is preferred.

Responsibilities

  • Performs professional work of advanced difficulty in the technical and administrative functions of the procurement activities of the City, including procurement and contract administration.
  • Prepares, reviews, and evaluates complex technical specifications.
  • Reviews competitive solicitation replies and proposal submittals for contracts with a focus on construction, CIP projects and professional consultant services.
  • Reviews for conformity to contract requirements and determines acceptability.
  • Assists in the negotiation of contracts and amendments with contractors/consultants.
  • Coordinates the work of various departments and is the liaison between the vendor and user agencies to implement fulfillment of contracts.
  • Serves as the Procurement Manager in their absence.
  • Performs traditional procurement work and related functions of the procurement activities for the City.
  • Responsible for all aspects of purchasing of equipment, supplies and services.
  • Acts as the City’s Surplus Property Coordinator.
  • Serves as the Procurement Agent III in their absence.
  • Responsible for work involving the procurement of diversified commodities or services on a competitive basis.
  • Works within the appropriate guidelines set forth in State and Local laws and ordinances, department policies and procedures.
  • Responsible to acquire services, supplies and goods as necessary for end-user departments at a competitive price in a time-efficient manner.
  • Position is responsible for issuance of competitive solicitation, submittal review and analysis; and purchase of supplies, equipment and services; review of methods of acquisition, and preparation of purchase orders and related documentation.
  • Performs related work as directed.
  • Acts as the City’s Purchasing-Card Program Coordinator.
  • Acts as the primary back-up to the Procurement Support Services Coordinator in their absence.
  • May perform the duties of the Procurement Agent II in their absence.
