About the position

The position involves developing case plans based on risk assessments and ongoing negotiation with clients to address their changing needs. The role requires determining available staff and community resources to make appropriate referrals. The individual will consistently evaluate and monitor clients' reentry needs, ensuring continuity of support for those returning from prison, jail, or residential facilities. Documentation of case plan progress and necessary amendments is essential. The position also includes supervision and monitoring of probation/parole clients within Level classifications 3, 4, and 5, maintaining contact standards, and utilizing core correctional practices. The role involves conducting assessments to identify risk, need, and responsivity to develop effective intervention strategies aimed at reducing recidivism. Additionally, the individual will maintain detailed case files, assess alcohol/drug use, conduct home checks, and uphold court order obligations while establishing connections with available resources. Clear communication with offenders regarding supervision conditions and legal terms is crucial, as is the ability to mediate crisis incidents and supervise client financial matters. The position requires preparing and presenting accurate reports on offenders and following established procedures for securing and serving warrants. Continuous training on assessment and case management tools is also part of the role. The individual is expected to support inclusion and diversity in all dealings with clients, employees, and community members.

Responsibilities

  • Develop case plan based upon risk assessments.
  • Ongoing negotiation and update of case plan with client to address changing needs.
  • Determine staff and community resources available to address those needs and make referral as appropriate.
  • Consistently evaluate and monitor the client's reentry needs.
  • Ensure continuity of reentry by having the proper supports in place for clients returning from prison, jail, or residential.
  • Document case plan progress and involvement, and amend case plan as necessary.
  • Supervise and monitor probation/parole clients within Level classification 3, 4, and 5.
  • Maintain contact standards set within said levels ensuring structured and purposeful contacts.
  • Utilize core correctional practices, role playing, skill building exercises, and modeling.
  • Conduct and utilize assessments that identify risk, need, and responsivity.
  • Maintain a thorough and detailed case file for each client.
  • Document client-related contacts in file and adhere to department policy and Iowa Code.
  • Assess/identify alcohol/drug use and conduct urinalysis/breathalyzer tests.
  • Conduct home checks as required or needed.
  • Review and uphold court order obligations and establish connections with available resources.
  • Clearly communicate to offenders explaining conditions of supervision and legal terms.
  • Mediate crisis incidents with clients.
  • Supervise and coordinate client financial matters.
  • Assist with budget planning and ensure compliance with Iowa Code.
  • Prepare and present accurate written and oral reports on offenders.
  • Follow established procedures for securing and serving warrants.
  • Complete training and refresher training on assessment and case managing tools.

Requirements

  • Graduation from an accredited four-year college or university with a degree in any field.
  • A total of four years of education and/or full-time experience in a human services or criminal justice field, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes 18 months of full-time work as a Probation/Parole Officer 1.
