About The Position

The primary purpose of this position is to provide technical assistance to the Health Center Director in carrying out the PRC services. This role involves supervising and participating in the expenditure of PRC funds.

Requirements

  • High school diploma or GED
  • Formal training in general bookkeeping, accounting, typing, and knowledge of medical terminology.
  • No less than two (2) years of experience in a similar field.
  • Must possess a valid driver's license and be insurable.
  • Must pass background check and pre-employment drug screen.

Nice To Haves

  • An Associates Degree in Business or a related field with at least four (4) years of experience in a business environment.

Responsibilities

  • Initiates and prepares medical authorizations, including hospitalizations and medical fees.
  • Maintains complete document control registers for Health Service funds, ensuring accurate accountability and knowledge of fiscal coding procedures.
  • Contacts State agencies to determine medical eligibility within the Health Center's jurisdiction.
  • Functions as a liaison to vendors and recipients of PRC Services.
  • Develops and negotiates vendor contracts at least annually.
  • Provides training and orientation to Health service vendors, recipients, and Health Center personnel on program policies and procedures.
  • Conducts on-site interviews to establish patient eligibility for direct and contract services.
  • Maintains direct contact with Medical Staff, Medical Records, Health vendors, hospitals, other physicians, and patients.
  • Observes confidentiality in all departmental work.
  • Prepares and distributes all PRC Services authorizations for hospital and medical fees for eligible persons.
  • Checks and audits PRC Services invoices and posts all expenditures to each account level.
  • Prepares requisitions/purchase orders for the Comptroller from complete authorizations for payment.
  • Receives from the Comptroller and sends checks to vendors for proper payment.
  • Conducts weekly PRC Committee Meetings, reporting to all Committee Members (Medical Staff, Executive Director, Social Service, Medical Records, Administrative Officer, and Clinic Nurse).
  • Reports financial status of PRC funds weekly to the Medical Staff and Executive Director.
  • Maintains an unmet surgical needs register and catastrophic costs, submitting to the Aberdeen Area Contract Health Office as required.
  • Is accountable for the maintenance and control of PRC funds for medical services.
  • Compiles statistical and fiscal data to determine funds required for the PRC program at CTCHEC.
  • Assists in implementing and directing the patient data base information system, including conducting patient interviews for demographic and third-party resource data updates.
  • Prepares and periodically updates a PRC budget based on Area Office allocations.
  • Prepares documented evidence and justification for requests for additional PRC funds.
  • Makes all non-urgent/emergent medical referral appointments.
  • Performs other duties as assigned.
