About the position

This is skilled inspection work in securing compliance with municipal ordinances and regulations governing the installation and operation of plumbing systems and equipment. The employee is responsible for inspecting the workmanship, materials, and plans of a variety of new and existing plumbing installations for conformity with established standards as set forth in local, state and national codes. The employee devotes considerable time to reviewing plans, attending meetings and conferences, and preparing official reports. The employee performs site inspections for sanitary sewer, storm sewer and watermain construction. The employee also performs ordinance enforcement duties. The employee may develop his own work methods and procedures subject to general administrative direction and review from the Building Official.

Responsibilities

  • Checks and tests plumbing materials for conformity with all pertinent ordinances and standards.
  • Prepares materials for court prosecution of ordinance violations.
  • Confers with architects, engineers, contractors, property owners and others on matters pertaining to plumbing regulations.
  • Attends conferences, conducts inspections, and prepares reports.
  • Attends preconstruction meetings for sewer and watermain construction.
  • Investigates residents' complaints and makes follow-up inspections to ensure that the Township codes and ordinances are followed.
  • Makes inspections of new and existing plumbing installations in residential, industrial, commercial, public and other buildings for conformance with safety standards, laws and ordinances.
  • Inspects and coordinates plumbing maintenance of Township owned facilities.
  • Inspects sewer and watermain construction.
  • Performs investigations of complaints and inspections, on foot, of existing building and buildings sites in unfamiliar terrain.
  • Investigations of complaints and inspections may involve climbing over obstacles, climbing through openings, and crawling in confined areas.
  • Inspections may involve walking and/or standing for long periods of time and require the ability to distinguish color and perceive shapes.
  • Performs investigations and inspections in conditions that may not provide adequate lighting.
  • Meets with the public to gather and disseminate information relative to the Municipal Services Department operations.
  • Provides on-site construction inspection for the installation of sanitary sewers, storm sewers and watermains.
  • Answers inquiries and complaints.
  • Assists other inspectors as required.
  • Checks plans and workmanship to see that plumbing work complies with ordinances and regulations and recommends methods for improvement.
  • Checks applications for permits.
  • Prepares reports and maintains records.
  • Prepares construction inspection reports for on-site inspection of sewer and watermain construction.
  • Performs other duties as assigned.

Requirements

  • Thorough knowledge of the methods and practices involved in constructing, installing, maintaining, and operating a variety of plumbing installations, equipment, and appliances.
  • Thorough knowledge of possible defects and faults in plumbing installations and equipment and of standard testing devices and effective corrective measures.
  • Considerable knowledge of municipal ordinances relating to plumbing equipment and installations.
  • Knowledge of construction techniques and materials used in the construction of sanitary sewers, storm sewers and watermains.
  • Ability to read and interpret plans, specifications, and blueprints and to compare them with work in progress.
  • Ability to detect and locate plumbing defects and to ascertain the state of construction or installation when defects are most easily found and remedied.
  • Ability to contact building owners, architects, contractors, craftsmen, and the public to maintain satisfactory relationships on inspectional and regulatory matters, and to treat them with tact and courtesy.
  • Ability to understand and follow oral and written instructions.
  • Must meet Municipal Services Department grooming standards.
  • Considerable experience as a journeyman plumber, including experience on a wide variety of plumbing construction and installation projects.
  • Graduation from a high school or trade school or its equivalent; or any combination of experience and training which will provide the desired knowledge, abilities and skills.
  • Must possess a current, valid Michigan Driver's License with a driving history that does not create liability concerns.

Nice-to-haves

  • Possession of a current valid journeyman plumber license as issued by the State of Michigan.
  • An employee in this classification shall secure a State of Michigan certification as Plumbing Inspector and Plan Reviewer within six months of employment.
