About the position

The Payroll Technician at Hampton Roads Transit is responsible for processing payroll, ensuring accuracy in payroll records, and maintaining compliance with relevant laws and agency policies. This role involves inputting timesheets, calculating gross pay, preparing payroll reports, and managing payroll-related transactions such as taxes and garnishments. The technician also serves as the Departmental Records Coordinator, overseeing the organization and maintenance of departmental files in accordance with records management policies.

Responsibilities

  • Input timesheets for employees and prepare bi-weekly payroll.
  • Calculate gross pay and print payroll checks.
  • Send direct deposits to the clearing house.
  • Prepare payroll reports and manage bi-weekly and monthly bill payments (child support, garnishments, etc.).
  • Pay taxes, bonds, credit union, pension, and insurance.
  • Create and maintain accounting codes within PeopleSoft HCM.
  • Reconcile payroll liability accounts and review payroll data for accuracy and completeness.
  • Balance payroll accounts with the General Ledger.
  • Update payroll master fields to reflect changes in pay and tax rates.
  • Ensure compliance with agency policies, bargaining unit contracts, tax laws, and statutory requirements related to payroll processing.
  • Coordinate the records management effort within the department, including organizing and maintaining departmental files.
  • Prepare documents for imaging and maintain records in accordance with HRT's Records Management Policy and Procedures.

Requirements

  • Associate's degree in accounting, business administration, or a related field.
  • Two years of experience in payroll, accounting, or closely related work.
  • Proficiency in Microsoft Excel and PeopleSoft HCM.
  • Strong writing and communication skills, both oral and written.
  • Considerable knowledge of payroll methods and techniques, as well as basic accounting principles.

Nice-to-haves

  • Experience with PeopleSoft Finance and PS Bonds Program.
  • Basic problem-solving skills associated with software applications.
