About the position

The Pan American Health Organization (PAHO) collaborates with countries in the Americas to improve and protect people's health. Through its technical cooperation, PAHO supports countries in achieving universal health coverage, reducing health inequities, and strengthening health systems. The Organization also promotes and coordinates actions to improve health and well-being through effective program planning, monitoring, and resource mobilization. The incumbent supports the Unit Chief of Health Promotion and Social Determinants (HP) Unit in the functions of strategic and operational planning, programming, budgeting, and resource coordination and mobilization to enable the Unit’s technical cooperation. Additionally, the incumbent is responsible for reviewing and analyzing technical matters, elaborating on, and implementing inter-programmatic and inter-sectoral activities. The incumbent supports the follow-up and execution of programs, as well as the implementation of funds assigned to the teams, including preparation, monitoring, evaluation, and reporting of grants assigned. He/she works in close coordination and interaction with the entity’s Program Officer and Administrative Team.

Responsibilities

  • Conduct financial analysis of grants, including expenditure tracking and variance analysis.
  • Support the implementation and monitoring of grants and flexible funding, ensuring timely and efficient delivery of results.
  • Support the Unit Chief in administrative and programmatic coordination within the Unit.
  • Coordinate the gathering and synthesis of programmatic and financial information across the Unit.
  • Collaborate with technical units to ensure coherence and integration across interprogrammatic activities.
  • Liaise between the administrative and technical staff to support alignment in project implementation and reporting.
  • Assist in preparing the biannual performance measurement assessment (PMA), including coordinating inputs and drafting summaries.
  • Contribute to the development of internal and external reports, technical briefs, presentations, and donor documentation.
  • Support donor reporting and compliance processes, including documentation, timelines, and formatting requirements.
  • Facilitate meetings, prepare agendas, record minutes, and follow up on action points.
  • Support the development and tracking of the Unit’s Biennial Work Plan (BWP) and Semi-Annual Work Plans (PTS).

Requirements

  • Bachelor’s degree in public health, international relations, business administration, social sciences, or related field.
  • A postgraduate degree in project management, public administration, health policy, or a related area is desirable.
  • At least seven (7) years of relevant professional experience in program or project coordination, preferably within international organizations, public institutions, or development agencies.
  • Demonstrated experience in financial analysis, budget tracking, and monitoring of grants or externally funded projects.
  • Experience supporting technical teams with planning, implementation, and performance monitoring processes.
  • Familiarity with institutional performance frameworks, donor reporting, and results-based management.
  • Strong organizational and analytical skills with the ability to gather and synthesize information across technical and administrative teams.
  • Ability to coordinate timelines, support performance assessments, and manage data for reporting and decision-making.
  • Skilled in preparing clear and concise reports, briefing notes, and presentations for internal and external audiences.
  • Excellent command of English and Spanish (oral and written). Knowledge of Portuguese or French is an asset.
  • Proficiency in Microsoft Office tools (Excel, Word, PowerPoint, Outlook, Teams) and experience with enterprise resource planning systems (e.g., ERP, PMIS) is highly desirable.
