OSP Quality Control Compliance Inspector

About the position

Tillman FiberCo is building a 100% fiber network to support the next generation of broadband services. Tillman FiberCo is a portfolio company of Tillman Global Holdings, a holding company focused on building premier digital infrastructure businesses globally. We are now recruiting for OSP Quality Control Construction Compliance Inspectors to support Brevard County.

Responsibilities

• Review and evaluate Fiber-to-the-Home (FTTH) construction projects.
• Use the plan design against new build, span and drop replacements, risers, aerial installations, bonding and grounding of the strand, proper installation of fiber-optic cable, splice cases and cabinets, splitters and XWDM, underground installations, and MDU lockbox replacements.
• Perform quality checks on completed and ongoing projects.
• Answer questions from contractors regarding design prints.
• Ensure OSHA standards are followed in the field.
• Verify footage, path depth, easement adherence, and proper splicing practices.
• Ensure proper equipment and materials are used during construction.
• Meet with city/county/DOT inspectors in the field.
• Submit QC inspection forms in a timely manner.
• Meet with disgruntled homeowners to address their questions or complaints.
• Explain the construction process to stakeholders.
• Ensure property restoration is completed to standard.
• Meet with utility locators and other utility representatives to address damages.
• Notify management of damages or incidents.
• Record discrepancies between field and design prints.
• Maintain an understanding of fiber design, splicing matrix sheets, and documentation requirements.
• Ensure compliance with NCTA, FCC regulations, and Tillman FiberCo minimum operating specifications.
• Liaise with other departments to maintain technical knowledge of new technology.
• Perform Pre-Construction Ride out to ensure proposed project can be constructed as designed.
• Perform construction inspections for quality control in accordance with Tillman FiberCo’s Technical Quality Assurance (TQA) standards.
• Maintain accurate records as the project progresses.
• Verify that property restoration is consistent with company standards.
• Operate test equipment to verify optical levels.
• Document construction in still image and/or video.
• Prepare work orders to resolve any non-compliance issues.
• Communicate with Project Manager or designated Supervisor regarding construction progress.
• Work weekends or a second shift as needed.
• Perform emergency locates as necessary.
• Adhere to industry-specific local, state, and federal regulations.
• Follow company policies and perform other duties as requested by supervisor.

Requirements

• Five (5) years of experience in the construction, maintenance, and repair of the outside plant (OSP) that supports telecommunications services.
• Ability to read, write and speak English to communicate effectively.
• Knowledge of F.O.A, N.E.C and N.E.S.C. for communications for outside plant and construction practice.
• Ability to read general system layouts from blueprints and system maps.
• Ability to accurately measure distances using tapes or other measuring devices.
• Ability to take and produce clear photographic and video documentation of work performed.
• Ability to differentiate between different sizes and colors of wires.
• Ability to operate appropriate computer or test equipment associated with position.
• Ability to work while standing 50-70% of the time.
• Knowledge of National Electric Code and National Electrical Safety Code.
• Ability to successfully pass a Motor Vehicle Record (MVR) check.
