About the position

The Operating Systems Software Manager I position at the State of North Carolina is responsible for managing and providing 24x7 support to internal and external clients and end users within the Division of Public Health. This role ensures that essential IT resources are available to protect and promote public health, particularly during emergencies. The manager oversees complex computer systems and applications, providing leadership and technical guidance to support health information needs across the state.

Responsibilities

• Manage and provide 24x7 support to internal and external clients and end users.
• Support the safety and health of citizens by ensuring reliable access to IT resources.
• Oversee complex computer programs and assist in the design of new programs.
• Administer operational and reporting databases.
• Elicit requirements and support the creation of specifications and test plans.
• Design and oversee the support of applications using standard tools.
• Participate in planning sessions with clients for modifications and enhancements to systems.
• Produce deliverables for all phases of the standard development lifecycle.
• Respond to client needs for information and support project management functions.

Requirements

• 5 years of management experience in a relevant field.
• Experience in public health or related areas.
• Strong leadership skills and ability to manage teams effectively.
• Technical expertise in server support and Office 365 management.
• Excellent customer service and communication skills.
