About The Position

The City of Farmington is seeking a Materials Specialist to join their Electric Utility department. This regular, full-time position is based at the City Warehouse and involves a wide range of responsibilities related to inventory management, procurement, and fuel system maintenance. The role requires working under the supervision of the Warehouse Superintendent, with a significant degree of independence. The Materials Specialist will be involved in cross-training for all aspects of warehouse operations, including ordering, receiving, fuel systems, surplus, and hazardous waste management. This position is crucial for ensuring the efficient operation of the warehouse and supporting various city departments.

Requirements

  • Graduation from high school or GED equivalent.
  • Five (5) years of increasingly responsible experience in warehouse ordering, receiving, and operational procedures, or any equivalent combination of experience and education.
  • Excellent verbal communication, written communication, analytical and problem-solving, and customer service skills.
  • Must effectively communicate with management, purchasing staff, inter-departmental customers and suppliers.
  • Good attention to detail skills required.
  • Experience in inventory and materials control procedures.
  • Experience in bid processing and buying stock for inventory.
  • Experience in fork lift operation for certification requirements.
  • Knowledge of hazardous materials storage.
  • Must be proficient in the operation of personal computers, software and browser-based applications.
  • Valid New Mexico driver's license required with an acceptable driving record for the past three years.
  • Strong work ethic, displaying initiative, adaptability, and integrity.
  • Basic math skills and legible handwriting required.
  • Must be willing to be on 24-hour call during select weekends and holidays.
  • Must be able to be at the MOC Warehouse within thirty minutes after receiving a call.
  • Ability to work under stress and handle stressful situations.
  • Pre-employment physical and/or drug/alcohol test is required.
  • Extensive background checks required.

Nice To Haves

  • Achievement of a Warehousing-related certificate is highly encouraged and preferred (e.g., NIGP Foundations of Warehousing and Inventory Management, ASCM Supply Chain Warehousing Certificate, ASCM Supply Chain Procurement Certificate).
  • A supply-chain-related professional certification is encouraged (e.g., APICS Certified Production Inventory Manager (CPIM) or Certified Supply Chain Professional (CSCP), UPPCC Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO), or NIGP Certified Procurement Professional (CPP)).
  • Must obtain and maintain a NM Fuel System Operator Class A/B Certification within 1 year if assuming fuel system maintenance responsibilities.

Responsibilities

  • Order all stocked materials for assigned product groups within the Electric and Central Warehouses, and fuel, using the City's Purchasing/Inventory (P/I) system.
  • Identify inventory restocking requirements and make order quantity decisions.
  • Obtain competitive quotes on inventory items in compliance with State Procurement Code.
  • Work closely with the City's Purchasing division to establish and maintain multi-term purchasing contracts.
  • Maintain the City's contract database for inventory items.
  • Monitor vendor quotes and orders for adherence to lead times, prices, and product specifications.
  • Track order lead times and follow up on delayed orders.
  • Check in and inspect ordered items for quantity and quality, accepting or rejecting goods as necessary.
  • Put away received materials in assigned warehouse locations.
  • Receive inventory items into the City's P/I system and submit receiving documents to Accounts Payable.
  • Communicate and coordinate with buyers and vendors regarding returns, rejections, adjustments, and credits.
  • Verify and accurately pull inventory supply requests from City departments.
  • Enter inventory supply requests into the City's P/I system, verifying correct work order, project, and account numbers.
  • Accurately issue and pull electrical work order and project materials for crews.
  • Pull and stage materials for delivery or pickup, verifying pulled orders for accuracy.
  • Deliver requisitioned materials to various City facilities.
  • Return unused materials to stock.
  • Scan, file, and archive paper copies of purchase orders, issue tickets, work orders, etc.
  • Re-stock quick-access shelves from backup stock.
  • Verify outside stock items retrieved by non-warehouse personnel.
  • Update and maintain inventory item data in the City's inventory system.
  • Physically count inventory items to verify accuracy and perform recounts as needed.
  • Manage and maintain the fuel system, including recording fuel inventory readings, receiving fuel deliveries, and performing fuel site inspections.
  • Monitor fuel inventory levels and reorder as needed.
  • Process daily fuel transactions in the fuel database and export data to the City's Fleet Management database.
  • Perform monthly inspections and routine maintenance of fueling sites and troubleshoot system problems.
  • Maintain the fuel system database, including inventory management, fuel transactions, and vehicle information.
  • Maintain records for the City's fuel storage and distribution facilities.
  • Procure services for the maintenance and regulation compliance of fuel facilities.
  • Run and distribute cycle count sheets, and enter counted quantities into the City's P/I system.
  • Conduct inventory discrepancy analysis and assist in resolving discrepancies.
  • Analyze inventory for unused, excess, and slow-moving stock items.
  • Notify City departments of inventory supply requests on back order status.
  • Report damages and discrepancies for accounting, reimbursement, and record-keeping purposes.
  • Receive and log in non-inventory package and freight deliveries.
  • Create and administer public on-line auctions for surplus items.
  • Develop and maintain a database of project-related materials.
  • Manage all aspects of the Warehouse yard, including inventory, project materials, and storage locations.
  • Maintain a clean and orderly warehouse yard.
  • Monitor scrap metal bins and coordinate with the scrap contractor for pickup.
  • Store scrap and surplus transformers and distribution devices.
  • Coordinate with the Safety division to receive and store hazardous waste.
  • Use excellent customer service skills to establish and maintain effective working relationships.
  • Maintain a clean and orderly warehouse, ensuring accessibility and safety.
  • Operate a forklift and other warehouse equipment to load and unload materials.
  • Operate a motor vehicle for departmental business.
  • Maintain and adhere to safety procedures.
  • Perform other related duties as assigned.
  • Serve as a member of various employee committees, as assigned.
  • Maintain City of Farmington vehicles to keep clean and notify supervisor of any issues.
  • Implement the goals, standards, and objectives of the Administrative Services Department and the division.
  • Exercise personal initiative and be a team player, coordinating and cooperating with various requirements.
  • Keep management and customers fully and timely informed of pertinent activities that affect them.
