About The Position

The City of Oxnard’s Public Works Department, Environmental Resources Division, is seeking a Materials Recovery Facility (MRF) Supervisor to oversee daily operations at the City’s MRF, Buyback Center, Antifreeze, Batteries, Oil and Paint (ABOP) facility, and related post-collection recycling activities. The ideal candidate will have strong operational, safety, leadership, and regulatory compliance experience within a recycling, solid waste, or industrial processing environment.

Requirements

  • High School Diploma or GED
  • Five (5) years of leadership experience related to recycling and post-collection activities
  • Valid California Class C Driver’s License with a satisfactory driving record
  • Must be able to effectively communicate in English, both orally and in writing

Nice To Haves

  • Possession of, or ability to obtain within one (1) year of appointment, a certification from the Solid Waste Association of North America (SWANA), California Resource Recovery Association (CRRA), or other related professional organization relevant to the position
  • Bilingual English/Spanish skills are highly desirable and may be required depending on the assignment

Responsibilities

  • Supervise and coordinate the daily operations of the Materials Recovery Facility (MRF), including recycling processing activities, equipment operations, dispatch coordination, temporary staffing, sorting functions, and related post-collection operations.
  • Lead, direct, and support a team of equipment operators, sorters, dispatch staff, temporary workers, and other operational personnel to ensure safe, efficient, and compliant facility operations.
  • Partner with the MRF Manager to implement operational strategies, performance initiatives, and process improvements that support operational efficiency, regulatory compliance, and budget objectives.
  • Monitor facility operations to ensure compliance with applicable federal, state, and local safety, environmental, recycling, and operational regulations, including CalRecycle requirements and other applicable regulatory standards.
  • Promote and maintain a strong culture of safety by implementing and enforcing accident prevention programs, identifying and correcting unsafe conditions, conducting safety meetings, and ensuring compliance with all applicable safety standards and procedures.
  • Coordinate with maintenance personnel and vendors to ensure facility equipment, rolling stock, conveyors, balers, and processing systems remain operational, properly maintained, and compliant with safety standards.
  • Respond to and resolve operational issues, including equipment failures, staffing shortages, contamination concerns, service interruptions, and schedule adjustments, while maintaining effective communication with staff, management, and other stakeholders.
  • Monitor productivity, staffing levels, throughput, contamination-reduction efforts, and operational performance metrics to ensure that facility goals and service standards are achieved.
  • Assist with employee training, coaching, performance management, and workforce development efforts; support employee growth and succession planning within the Division.
  • Prepare and maintain operational records, reports, inspections, incident documentation, and other administrative records related to facility operations and regulatory compliance.
  • Participate in emergency response activities, special projects, operational planning, and other division initiatives as assigned.
  • Supervises staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures; ensures adherence with safety policies and procedures and applicable codes and regulations.
  • Plans, oversees and reviews maintenance and operations work of assigned crews in facilities maintenance, streets maintenance, fleet services, construction project management, traffic signals, refuse/recycling/green waste collection and/or parks maintenance areas; provides support by performing advanced-level maintenance and operations work; performs inspections to review safety, work quality and scheduling.
  • Serves as a technical resource and assists in the training and development of staff on equipment, safety and operational practices and procedures; responds to inquiries and addresses service concerns and issues.
  • Maintains and oversees inventory of materials, tools and supplies; researches product and expense information; initiates replacement of required inventory; prepares, reviews and maintains reports, schedules, work orders, records and documentation related to assigned operational area.
  • Prepares and submits budget recommendations and monitors expenditures; may identify required capital improvements and work to secure funding; may administer contracts.
  • Performs other duties of a similar nature and level as assigned.
