The Manager V role, selected by and reporting directly to the Operations Director for Community Engagement within Community Access, is pivotal in driving the success of the SNAP Outreach and Texas Works Paths to Success programs. This position offers a unique opportunity to lead with vision and impact, overseeing the entirety of these programs with advanced, senior-level consultative services. The Texas Works Paths to Success Program is dedicated to reducing the impact of situational and generational poverty. Our mission is to increase participants' economic self-reliance, housing stability, and educational advancement. We achieve this by partnering with internal stakeholders, local agencies, and high schools to deliver training and educational opportunities. These initiatives empower participants to build a brighter future for themselves, their families, and their communities. Upon successful completion, participants are guaranteed full-time careers with personal and professional growth opportunities within an HHSC local area benefit eligibility office. The Texas SNAP Outreach State Plan aims to bring awareness about the SNAP program to Texas communities and assist potentially eligible individuals in applying for benefits. By partnering with community organizations, our Outreach Program performs activities that inform low-income households about SNAP's availability, eligibility requirements, and application procedures. We focus on increasing the utilization of self-service tools to empower individuals to access the benefits they need. Our mission is to create opportunities for low-income households to understand and access SNAP benefits. Our vision is to establish a statewide network of community organizations supporting Texans in their pursuit of economic and personal self-sufficiency. As the Manager V, you will lead with passion and purpose, driving transformative change within our community. By collaborating with stakeholders, you will provide opportunities for participants to achieve personal and professional growth, ensuring a brighter future for themselves and their communities. Your efforts will bring essential awareness and access to SNAP benefits, helping low-income households across Texas achieve economic stability. By fostering partnerships with community organizations, you will build a statewide network dedicated to supporting Texans.

Responsibilities

  • Attend work on a regular and predictable schedule in accordance with agency leave policy and perform other duties as assigned.
  • Collaborate closely with the Director to establish clear goals, objectives, and timelines for program areas.
  • Coordinate work priorities with leadership, evaluating progress and keeping stakeholders informed.
  • Oversee the development of departmental strategic and state plans to align with overarching vision and direction.
  • Provide ongoing supervision of staff, develop performance standards, conduct evaluations, and provide guidance on complex program-related challenges.
  • Guide planning and prioritization to ensure adequate staff coverage and resource allocation.
  • Report capacity and demand of resources, balancing priorities accordingly.
  • Serve as a subject matter expert, ensuring effective coordination among programs and stakeholders.
  • Act as the primary liaison to internal and external stakeholders, fostering collaboration efforts and joint initiatives.
  • Oversee the assessment of departmental interactions with internal and external departments.
  • Develop grammatically appropriate, concise, and accurate documents and work products, ensuring thorough research and analysis.
  • Consult with stakeholders to ensure document accuracy and quality.
  • Drive continuous improvement by identifying opportunities for enhancement in program operations and processes.
  • Uphold a culture of exceptional customer service within the department.
  • Ensure timely and effective responses to inquiries and concerns from internal and external stakeholders.
  • Strive to exceed expectations and maintain positive relationships through attentive communication and support.
  • Manage and contribute to the successful implementation of special and routine projects.
  • Determine trends and make recommendations to resolve operational problems, driving efficiency and effectiveness.

Requirements

  • Graduation from an accredited four-year college or university in a related field. Experience may be substituted for education on a year-for-year basis.
  • A minimum of three (3) years of relevant experience with research, policy and data analysis, policy development, legislative, and strategic planning.
  • A minimum of three (3) years of management experience.
  • A minimum of three (3) years of work experience in the administration, development, coordination, and monitoring of grants, contracts, or budgets.
