About The Position

JOB SUMMARY Directs, plans, audits and manages District-wide security operations and emergency preparedness and response. Coordinates policy development, strategic planning, management and employee training in security measures. Coordinates policies and procedures for emergency preparedness to ensure protection of the District’s water and electrical systems, infrastructure, cyber threats, personnel and facilities. Administration and compliance of the Physical Security Delegate role of the Critical Infrastructure Protection Standards (CIP) as defined by NERC, WECC and the Department of Homeland Security (DHS). Serves as the primary contact with local, state, and federal law enforcement and emergency response agencies regarding matters of security and emergency preparedness. Oversees the District’s Dam Emergency Action Plan program, District’s Emergency Management Program and the plan, develop, audit, management, and coordination of the District's safety programs, environmental protection and hazardous waste storage/disposal activities.

Requirements

• Any combination of experience and training that would likely provide the required skills and abilities is qualifying.
• A typical way to obtain the skills and abilities would be: Education Usually exhibited by a person with a bachelor’s degree from an accredited college or university with major work in Business Administration or Criminal Justice Administration with supplemental college courses in modern investigative and reporting methods or a work history that can articulate the same level of educational knowledge.
• Experience Usually exhibited by a person with five (5) years of operations management experience, or similar job-related experience.
• The required knowledge and experience can be obtained with work experience that includes progressively increasing responsibility and supervisory experience in the following areas: Investigative officer with a Federal, State or Local law enforcement agency Safety Officer/Manager overseeing an EH&S program and company IIPP Director/Manager of an agency’s emergency management program Or any other combination of work experience in the areas of security, emergency management or EH&S if it includes progressively increasing responsibility and supervisory experience, preferably in the utility industry.
• Interpersonal and Communication. Ability to communicate clearly and concisely, both orally and in writing with internal as well as external contacts; to work courteously and cooperatively with District employees, contractors, vendors, Federal and State public as well as private agency representatives; legal, civil and criminal courts, law enforcement agencies and the general public. Must have ability to: interact and communicate with a broad spectrum of internal employees; develop and maintain business relationships with internal and external personnel; and demonstrate teamwork and cooperation. Must have excellent public speaking and negotiation skills, and maintain confidentiality. Maintain a positive work atmosphere by acting and communicating in a manner so that you get along with customers, clients, co-workers and management.
• Technical and Analytical. A general knowledge of electric utility operations as well as electric and water facilities; the ability to interview technical and operational staff and make risk assessments for improving Critical Infrastructure Protection based on analysis of existing policies and procedures; properly interpret and make security decisions in accordance with laws, regulations and policies.
• Administration and Operations. Must be able to prioritize workload and adapt to ever changing circumstances and Federal requirements for ensuring security to District assets and personnel. Must have knowledge of methods of research, report preparation and principles and practices of organization, administration, budget and management. Must have knowledge of: electric utility operations and costing; interconnected utility operations, regional electric utility planning and methods of research report preparation; principles and practices of organization, Administration, budget and management; and customer relations.
• Must have all necessary clearances to have unrestricted access to all District facilities and departments and required background checks.
• Must have a clean background, and be able to qualify for “secret” level clearance with Dept of Homeland Security, if sponsored.
• Possession of an appropriate California driver’s license.
• Must file a Statement of Economic Interest in compliance with Governmental Code Section 81000.

Responsibilities

• Recommends and coordinates the development, and implementation of policies, procedures, and practices to ensure appropriate security and emergency preparedness and response measures for District wide facilities, employees, and equipment.
• Coordinates District-wide efforts to ensure the security and reliability of electric and water facilities and critical cyber assets.
• Research emerging security technologies and pending government regulations and makes recommendations as to appropriate implementation.
• Analyzes, interprets and coordinates the administration of state and federal laws and regulations concerning CIP Standards for ensuring physical security compliance.
• Reviews, writes, analyzes and coordinates the implementation of security policies and procedures that represent management’s commitment and ability to physically secure the District’s critical cyber assets as well as the non-critical cyber assets.
• Serves as a subject matter expert in the development and improvement of disaster recovery plans for Critical Cyber Assets to ensure the business continuity plans and practices meet federal and state requirements.
• Ensures the implementation of a physical security program for the protection of District facilities and equipment and recommends and consults with staff on physical security on new or modified facilities.
• Oversees the administration of employee and visitor identification badges, electronic access and keys to District facilities.
• Coordinates the integration of security planning, training in security procedures, communication with District management and employees.
• Serves as the central and primary contact with law enforcement agencies in investigations of threats, damage, theft of property or response to specific security incidents.
• Serve as the manager of the District’s threat management program, including investigating threats against the District, oversight of the Workplace Violence Prevention Program, and all associated training requirements.
• Respond to citizen complaints.
• Research and respond to management and employee requests for information.
• Be knowledgeable in federal, state and local regulations and create/deliver presentations for management and employee groups regarding security, safety and environmental compliance, and emergency preparedness.
• Responsible for the implementation and ongoing maintenance of the District’s emergency preparedness and operations program, and pre-disaster response, emergency preparedness training and exercises; measures program effectiveness and recommends enhancement and improvements.
• Oversees the development of pre-disaster mitigation plans (local hazard mitigation plans) in accordance with FEMA guidelines and prepares or assists in the preparation of pre-disaster mitigation and post-disaster assistance grants and serves as a point of contact with CalOES and FEMA in the grant preparation and submission process.
• With guidance from the District’s Chief Dam Safety Engineer, oversee the District’s Dam Emergency Action Plan Coordinator and EAP program.
• Maintain a working knowledge of FEMA 64 Federal Guidelines, oversee annual training and required exercises; annual plan reviews, to insure on-going compliance with FERC and other State or Federal agencies.
• Respond to emergency situations and be on call as assigned.
• Operate in an emergency using the Incident Command System.
• Conducts post-disaster evaluations and produces after action reports and recommendations to improve readiness and response tactics and strategies.
• Provides timely information to the Board of Directors and General Manager on emerging security issues and emergency preparedness response methods and practices.
• Directs and participates in periodic inspections of safety and security systems and emergency response plans and practices at District facilities.
• Oversees the District’s Environmental Health & Safety program. Including the processing and management of the District’s hazardous waste, District Injury Illness and Prevention Program, and the District’s Safety Training and industrial hygiene program.
• Assist and accompany inspectors/officers from governmental and/or regulatory agencies while they are conducting audits/inspections/investigations of District facilities/job sites/processes.
• Directs ongoing assessment of District wide security contract requirements including private security guards, consultant services, and specialized equipment; manages the procurement and administration of all security contracts and the evaluation of their services.
• Coordinates with the District’s public relations personnel on matters of security and emergency preparedness.
• Directs and supervises assigned professional, technical and clerical staff.
• Participate in position-related training and exercises and maintain certifications as required.
• Comply with and enforce all District rules, regulations, policies and procedures.
• Performs other duties as required or assigned by supervisor.
