About the position

HealthPartners is hiring a Manager of Contracts and Benefits. This role provides HealthPartners and related organizations with direction for the Contracts & Benefits department staff, production, and operation, in providing contracts and associated services required by the corporation to satisfy corporate contract obligations to external and internal customers, through the timely, effective and legal delivery of contracts for new, or changes to current, products in the marketplace, which is integral to attracting new business and sustaining a satisfied current customer base. Assurance that corporate contract obligations are met through the delivery of contracts and services for its product-portfolio of group and individual, fully-insured and self-funded, medical and dental products; CDHP products; Medicare and Medicaid products; or reinsurance and other risk products, including administration only products. Assurance that contracts are in line with relevant state and federal regulations and product specific mandates for group and individual coverage. Assurance that the benefits, risk, networks, costs and terms agreed to by our organizations, or as mandated, are reflected as appropriate, to ensure related enforcement, prevent exposure to fines or litigation, to protect our interests and assure our financial success. Management of regulatory compliance services and the securing of regulators' approvals for contracts, as pre-requisite in corporate pre-sale marketing or use in implementation and required as post-sale evidence; assuring appropriate enforcement through contracts and preventing potential revenue loss by exposure to regulatory fines for non-compliance or litigation.

Responsibilities

  • Supervise staff, including hiring, transferring, laying off, promoting, disciplining, and discharging employees.
  • Direct department services, production, and operations to satisfy required corporate and regulatory contracts obligations.
  • Provide administration for the department's related services, functions, customized and generic production, platforms and systems, operations, staff, and budget.
  • Represent the department in corporate teams relevant to forming policies and supporting policy-initiatives in contracts.
  • Determine department deliverables based on initiative, product-type, and contract deployment stage.
  • Collaborate with multiple external and internal stakeholders to produce mutually agreed contracts.
  • Negotiate conflicts or align diverse interests of relevant stakeholders.
  • Coordinate department's services with interdependent and interdepartmental services for efficient contract production.
  • Budget and manage department operations and costs to ensure resources and maximize financial results.
  • Devise and establish, revise and implement department strategies, policies, functions, procedures, and objectives.
  • Oversee the department's records and record keeping for regulatory inspections or audits.
  • Devise and direct implementation of department's annual objectives and long-term goals.
  • Report to senior management on department's productivity and objectives attainment.
  • Manage the department's securing of regulatory approvals for contracts.
  • Negotiate non-standard filing, objections, and approval resolutions with regulators.
  • Direct the provision of regulatory-compliant contracts and related services.
  • Direct the department provision of contracts development and implementation services.
  • Assure optimal flexibility in contract-design within regulatory constraints.
  • Participate in development of coded templates and department database utilization.
  • Manage multiple direct-reports accountable for key services and functions.
  • Plan and direct diversity awareness activities to meet objectives.
  • Create, update, and participate in business continuity and IS&T disaster recovery planning.

Requirements

  • 10 years senior contracts and benefits experience in the health insurance industry.
  • 2 years contracts manager or administrator experience in HMO and/or PPO industry.
  • 8 years senior analyst and/or consultant experience with all types of contractual documents.
  • Bachelor's Degree in English or other Liberal Arts discipline with documented excellence in research, analysis, and written communication.

Nice-to-haves

  • Master's Degree in related field.
  • 5+ years of Contracts & Benefits management experience.
