About The Position

The Economic Services Division (ESD) within the Department of Community Resources (DCR) administers federal and state-mandated programs for eligible families. ESD administers programs including Food & Nutrition Services, More Than A Job NC, Work First Family Assistance, Work First Employment Services, Medicaid for Family & Children, Adult Medicaid, Energy Assistance, and Emergency Assistance programs. Position Specific Summary The selected candidate will support with onboarding, mentorship and training as it relates to the team. Additionally, they will assist with dashboard reporting, implementation and maintenance. This position requires on-site support to the Department Monday – Friday. Position Summary Performs research and analysis for economic benefit programs, services and operations within the Economic Services and Community Resource Center divisions. This lead position is responsible for supporting the HOMES program within the CRC and managing projects, advising management on results and recommending necessary adjustments to department procedures. Works with operations on daily data capture and reporting to support organizational strategic goals. Location: 301 Billingsley Road Charlotte, NC 28211

Requirements

  • Minimum of four years of experience in a related field
  • Bachelor’s degree in Business Administration, Public Administration, Statistics, Data Analysis, or a related field.
  • Combination of relevant education and relevant experience accepted
  • May require a valid North Carolina or South Carolina Driver's License
  • May require an Annual Motor Vehicle Record (MVR) check
  • Advanced proficiency in various computer applications including Microsoft Office Suite.
  • Proficiency in Power BI is required.

Nice To Haves

  • Master’s degree in Business Administration, Public Administration, or a related field.
  • Minimum of five years of quantitative data analysis.
  • Strong skills in PowerBI, SQL, Excel, PowerQuery
  • Knowledge of Health and Human Services programs.
  • Excellent written and oral communication skills.
  • Training and experience in applying research methodology and performing statistical analysis.
  • Strong attention to detail, quality, and accuracy.
  • Strong analytical and mathematical abilities.
  • Highly organized and capable of managing complex tasks simultaneously.
  • Able to establish and maintain positive and effective relationships with customers.

Responsibilities

  • Conducts research and analysis and advise management on results.
  • Recommends necessary adjustments to department procedures.
  • Works under the guidance of department management on strategic projects to include assisting in the establishment of goals and objectives.
  • Responds to requests from State, County, local municipality government, or community internal/external stakeholders.
  • Manages various projects aligned with Strategic Business Plan goals.
  • Gathers and organizes information about the problem to be solved or the procedure to be improved.
  • Interviews personnel and conducts on-site observations to determine the methods, equipment, and personnel as needed.
  • Analyzes financial and other data, including revenue, expenditure, customer, resource centers, and employment reports as needed.
  • Develops solutions or alternative practices.
  • Recommends new systems, procedures, or organizational changes.
  • Makes recommendations to management through presentations or written reports.
  • Confers with managers to ensure that the changes are working.
  • Assist with implementation and roll-outs of process changes/updates
  • Manage internal projects and initiatives within the team
  • Support and manage Departmental workplans
  • Respond in cases of urgent and/or emergent events that require public health interventions. Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism. This includes service on the emergency management team on a two-year rotating cycle.
