Responsibilities include conducting in-depth financial and operational analyses using data derived from advanced software systems to support service-level planning, cost recovery, and data-driven decision-making. The position manages and evaluates rate study metrics specific to Solid Waste operations, including service demand, collection costs, disposal fees, and revenue trends, and develops actionable recommendations based on findings. Incumbents assess financial impacts to the Solid Waste enterprise fund, considering both budgetary performance and accounting transactions that affect fund balance, long-term financial sustainability, and regulatory compliance. This role leads and supports special projects involving data analysis, financial modeling, and process improvements related to Solid Waste services, ensuring efficient operations and alignment with organizational goals. A strong understanding of rate structures, operational drivers, and the financial dynamics of municipal Solid Waste systems is essential. SUMMARY Incumbents perform a wide variety of complex and highly responsible professional, technical, and administrative management support functions and special projects that involve analysis, coordination, budgetary and financial activities, inventory and capital asset management, supervision, independent research, and recommending improved systems and procedures. Responsible for assisting in the budget process and monitoring the procurement process. Responsible for the management, planning and implementation of specialized, complex projects.
