About The Position

The Economic Services Administration (ESA), Division of Child Support (DCS) is seeking a Business Risk Analyst to join our team in Olympia, WA. In this role, you’ll help the Division meet its goals by promoting and implementing a consistent, risk-based approach, allowing the division to identify, prioritize, and manage business risks to ensure efficient resource allocation, and safeguard confidential information. You’ll also serve as a subject matter expert to headquarters and field offices, offering consultation on tools, methods, and best practices for analyzing, evaluating, treating, and monitoring risks across the organization. Additionally, you will serve as the background check coordinator for the division, managing and reviewing background checks, administering the SharePoint site, participating in regular audits, and corresponding with law enforcement, prospective candidates and current employees.

Requirements

  • Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field.
  • Five years of demonstrated experience in two or more of the following areas: Conducting research, Analyzing policies, laws, rules, or regulations, Conducting business analysis and developing requirements, Leading business projects, Managing business operations, Business policy development, Supervising.
  • Communicate complex or technical information clearly and simply, using strong listening, writing, and collaboration skills to support cross-agency partnership.
  • Prepare and guide employees in applying risk-based thinking, methodologies, and tools to improve decision-making and program outcomes.
  • Apply advanced analytical skills to interpret quantitative and qualitative data, identify key themes, draw accurate conclusions, and translate findings into actionable recommendations.
  • Demonstrate systemic thinking by recognizing opportunities to streamline processes, improve outcomes, and approach challenges with creativity and innovation.
  • Build strong relationships with internal and external partners by anticipating needs, understanding organizational dynamics, and delivering responsive, customer-focused solutions.
  • Manage multiple projects and competing priorities by developing clear work plans, monitoring progress, and ensuring high-quality, timely results.
  • Maintain confidentiality, uphold equity and inclusion principles, and use audit results and statewide data to inform sound decisions and identify training or policy needs.

  • Experience conducting business analysis for risk management, process improvement, performance measurement, project management, portfolio management, and preparing narrative and statistical reports.
  • Strong ability to convene multi-disciplinary teams and coordinate discussions on complex and challenging multi-system issues.
  • Proficient utilizing the risk management lifecycle to address business risks.
  • Experience managing multiple projects within budget and time constraints.
  • Demonstrated ability to administer the lifecycle of a program from creation through implementation and optimization.
  • Proficient with Microsoft Office, including Excel, SharePoint, Outlook, Word, PowerPoint and OneNote.

Responsibilities

  • Lead the development and implementation of a division-wide risk-based approach in alignment with federal and state regulations, as well as organizational priorities.
  • Identify, research, and document recommendations to help the Child Support Program address business risks in a modern, technology-enabled environment.
  • Function as the subject matter expert for employees and leadership groups in identifying, analyzing, evaluating, treating, and monitoring risks throughout the full risk assessment lifecycle.
  • Develop and manage timelines to address business risks tied to program performance, ensuring targets and deadlines are consistently met.
  • Conduct ongoing risk assessments and produce comprehensive reports that highlight root causes, projections, and emerging trends.
  • Manage background check program for the division, ensuring consistent practices, timely renewals, and effective process improvements.
  • Manage background check submissions, reviews, audits, and communications while supporting employees and contractors through the process.
  • Provide senior-level representation and support on Department, Administration, and Division-wide projects, workgroups, and cross-functional initiatives.
  • Collaborate with Division partners to design strategies and processes that strengthen workforce planning, succession management, continuity of operations, and overall organizational effectiveness.
