About the position

The Lead Employee Relations Business Partner is responsible for overseeing the daily operations of the Human Resources office within assigned departments. This role involves interpreting and ensuring compliance with city policies, acting as a liaison between departments and HR divisions, and providing internal consulting to senior management. The position requires direct supervision of staff and the ability to resolve complex employee relations issues while developing and implementing HR strategies aligned with departmental goals.

Responsibilities

  • Supervise assigned staff and plan their work in a high-volume environment.
  • Oversee and resolve complex employee relations issues as necessary.
  • Perform functions of assigned staff, including employee relations, recruitment, and compensation.
  • Plan, develop, organize, implement, direct, and evaluate the City's Human Resources function.
  • Analyze trends and metrics to develop solutions and policies for client departments.
  • Provide guidance on business unit reorganizations and workforce planning.
  • Translate strategic business plans into HR operational plans.
  • Act as a liaison between department managers and union representatives.
  • Conduct research on various HR topics and analyze data for trends.
  • Perform workforce analysis and develop HR programs based on data.

Requirements

  • Bachelor's Degree from an accredited college or university.
  • Four years of increasingly responsible experience in human resources or a related field.
  • Valid Class 'C' Texas Driver's License.
  • Pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check.

Nice-to-haves

  • Four or more years of experience in Human Resources with a focus on Employee Relations in a government organization.
  • PHR, SPHR, SHRM-CP, or SHRM-SCP Certification.
  • Supervisory experience.
