About the position

The Lead Accountant (Accountant 2) position at the Department of Public Safety Standards and Training (DPSST) is a full-time role responsible for overseeing various accounting functions within the Business Services Unit. The role involves managing audit preparations, maintaining internal accounting controls, ensuring compliance with GAAP, and coordinating financial reporting. The Lead Accountant will also supervise accounting staff, handle complex financial issues, and monitor federal grants, all while fostering an inclusive and equitable workplace.

Responsibilities

  • Handle research, audit preparation, and written documentation.
  • Review and approve revenue and expenditure batches, reporting exceptions to the manager.
  • Maintain internal accounting controls and ensure compliance with GAAP.
  • Propose system improvements and assist with quarterly cost allocations and year-end closing.
  • Prepare for ACFR and SEFA reporting and coordinate biennial and year-end closing entries.
  • Work with procurement to ensure timely vendor payments and proper accounting for capital assets.
  • Provide resolution for complex accounting issues and ensure compliance with state and federal policies.
  • Monitor and analyze financial data, including private trust funds and intergovernmental billing.
  • Guide accounting staff to ensure accurate and timely work, representing the agency in meetings with DAS and Treasury.
  • Update accounting structures as needed and recommend system changes.
  • Ensure timely payroll reimbursement and manage overpayments.
  • Develop and maintain the capital asset/depreciation database and cross-train accounting staff.
  • Monitor federal grants for compliance with agreements and manage the closeout process.
  • Create and reconcile specialized financial reports, including monthly payroll and ad hoc reports.
  • Analyze financial data to detect errors and ensure accuracy in SFMA and OBIEE reports.
  • Lead accounting staff on complex assignments and coordinate ACH and wire transfers.
  • Provide revenue support, identify training needs, and conduct agency-wide accounting training.

Requirements

  • Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND two (2) years of accounting experience equivalent to Accountant 1 work.
  • A Bachelor's degree in accounting, or a Bachelor's degree in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND two (2) years of accounting experience equivalent to Accountant 1 work.
  • 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND four (4) years of related accounting experience.

Nice-to-haves

  • Experience working with the Statewide Financial Management Services (Statewide Accounting System) & OBIEE (Oracle Business Intelligence) Enterprise Edition preferred.
