About the position

The IT Specialist (Systems Analysis) position at the Department of Health and Human Services (HHS) involves designing, developing, and implementing new and modernized IT systems to support HHS programs. This role requires a comprehensive understanding of IT needs and the ability to communicate technical information effectively to various stakeholders.

Responsibilities

  • Perform system design, development, and implementation for HHS IT systems.
  • Plan and manage systems analysis, design, programming, testing, and installation of proposed systems.
  • Analyze IT needs and requirements, including data access and security, to develop appropriate system designs and information security controls.
  • Prepare and analyze complex technical documents for lay audiences.
  • Produce reports, timelines, and graphics to communicate expectations and progress to management and stakeholders.
  • Negotiate plans and timeframes, ensuring clients understand anticipated results.
  • Communicate detailed specifications for implementation.

Requirements

  • U.S. Citizenship or National status is required.
  • At least one year of specialized experience equivalent to the GS-12 level in the Federal government, including coordinating IT system projects and overseeing IT systems design and development.
  • Experience with Agile tools and methodologies in IT systems development and implementation.
  • Experience implementing IT systems in a cloud hosting environment.

Nice-to-haves

  • Experience with system design life-cycle methodologies.
  • Familiarity with financial disclosure processes.
