About The Position

The N.C. Department of Information Technology (NCDIT) serves as the Technology Center for the State of NC. Services that NCDIT provides reach a client base of state and local government agencies, as well as schools, colleges and universities. NCDIT’s mission is to enable trusted business-driven solutions that meet the needs of North Carolinians. NCDIT provides technology services to state agencies and is charged with closing the digital divide by expanding availability of broadband services and promoting the adoption of affordable, high-speed internet. This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work. The IT Contracts Specialist will be responsible for developing, reviewing, analyzing, evaluating and approving high-level, complex, and Project-designated IT requests and solicitation documents for State entities. This employee will utilize available procurement resources and best procurement practices; utilize technical writing skills and procurement lifecycle knowledge to review and approve documents developed by State entities.

Requirements

  • Bachelor’s degree in business or related area from an appropriately accredited institution and two years of progressively responsible experience in the area of procurement and contract administration related to the solicitation, negotiation, and award of contracts, preferably in information technology and/or public sector environments; OR Associate degree in business or related area from an appropriately accredited institution and four years of experience in the area of procurement and contract administration related to the solicitation, negotiation, and award of contracts, preferably in information technology and/or public sector environments; or an equivalent combination of education and experience.

Responsibilities

  • Reviewing, editing, and making recommendations on IFB’s, RFQ’s and Amendments
  • Overseeing the evaluation of offers and award recommendations
  • Establishing and maintaining contracts
  • Assisting in the resolution of contract disputes
  • Interpreting applicable laws, rules, and policies to agency personnel, contractors and Vendors
  • Conducting market research to stay abreast of changes in technology
  • Building and maintaining strategic work relationships across multiple agencies and with external organizations, contractors, and vendors
