About The Position

Metro Water Recovery in Denver, CO, a leader among clean water utilities, provides wastewater conveyance and treatment services for over 2 million people. This role offers stability, flexibility, and the opportunity to make a difference in protecting the region's health and environment. This position will be filled at either the Investigator I or Investigator II level, depending on the candidate's qualifications. The core responsibilities involve performing field surveys, surveillance, investigations, assessments, compliance assistance, and compliance assurance activities related to Metro’s Industrial Pretreatment Program (IPP), focusing on industrial and commercial users. The role requires applying regulations to conduct surveys, investigate, review records, evaluate facility compliance, and prepare enforcement documents, all under the direction of the Industrial Pretreatment Manager.

Requirements

  • Ability to inspect industrial and commercial facilities.
  • Ability to inspect commercial receiving stations.
  • Ability to legally and safely drive a Metro motor vehicle throughout Metro’s service area, including during periods of inclement weather.
  • Ability to read, interpret, understand, and apply IPP related documents, regulations, and reports.
  • Ability to enter commercial and less complex industrial facilities and perform both pre-scheduled and unannounced inspections and/or investigations in a safe and effective manner.
  • Ability to wear correct PPE and follow safety procedures (safety shoes, hard hats, etc.).
  • Ability to work outside of normal business hours and normal business days to assist with unusual observation responses and investigations and other environmental incidents as assigned.
  • Ability to effectively communicate verbally and in writing, complicated information to varying audiences.
  • Ability to learn and understand basic manufacturing and treatment processes and operations at commercial and industrial facilities.
  • Ability to become familiar with hazardous waste identification and generation and handling processes.
  • Ability to become familiar with sampling techniques and handling processes.

  • Ability to apply pretreatment procedures and program work including applying sector control mechanism requirements, evaluating compliance, performing inspections, and applying enforcement in accordance with an enforcement response plan (for II).
  • Ability to enter commercial and industrial facilities of any level of complexity and perform both pre-scheduled and unannounced inspections and/or investigations in a safe and effective manner (for II).
  • Ability to perform effectively in a collaborative team environment (for II).

Responsibilities

  • Performs a variety of tasks including field survey, surveillance, investigation, assessment, compliance assistance, and compliance assurance activities related to the implementation of Metro’s Industrial Pretreatment Program (IPP) with a primary focus on sectors within the range of industrial and commercial users.
  • Applies regulations to conduct surveys, investigations, reviews records, evaluates facility compliance, and prepares enforcement documents.
  • Works under the direction of the Industrial Pretreatment Manager.
  • Performs investigations.
  • Conducts data collection.
  • Communicates verbally and in writing in a clear and concise manner.
  • Applies pretreatment procedures and program work including applying sector control mechanism requirements, evaluating compliance, performing inspections, and applying enforcement in accordance with an enforcement response plan.
  • Supports the collection and handling of samples in accordance with 40 CFR 136 and Metro procedures and protocols.
  • Visually observes sampling and determines conformance with sector control program requirements.
  • Assists with sampling procedures and visual inspections.
  • De-escalates contentious situations.
  • Continuously improves personal work processes and performance.
  • Mentors less-experienced IPP staff members.
