About the position
The Investigative Analyst position at the Federal Maritime Commission (FMC) involves administering and monitoring audit programs related to Vessel Operating Common Carriers (VOCC) and Non-Vessel-Operating Common Carriers (NVOCC). The role requires strong analytical skills to conduct investigations and ensure compliance with international ocean transportation regulations, focusing on the shipping industry.
Responsibilities
- Administer and monitor the VOCC Review Audit Program and the NVOCC-Ocean Freight Forwarder Review Audit Program.
- Collect, examine, and analyze data and evidence to develop detailed reports and determine leads for further research.
- Conduct research using various databases and systems related to international trade and transportation.
- Prepare correspondence and internal documents for management and other government agencies.
- Communicate with representatives of regulated entities and legal counsel to clarify information and obtain definitive data.
- Analyze and evaluate licensing and certification practices of individuals or entities in international trade.
- Utilize analytical investigative techniques to provide recommendations and solutions for investigations.
- Reconstruct complicated industry practices to resolve issues of contradictory or missing data.
Requirements
- Must be a U.S. Citizen.
- Comprehensive understanding of international ocean import/export shipping operations.
- Experience resolving various types of OTI shipment issues.
- One year of specialized experience equivalent to the GS-12 grade level in the Federal service.
Nice-to-haves
- Experience with tariff publishing websites and reviewing NVOCC & VOCC tariff publications.
- Ability to develop audits and compile findings.
