About The Position

This position is accountable for developing statewide transportation data needs (roadway, geographic information system (GIS), and structures) to meet federal and state requirements and for developing procedures to collect, process, analyze, verify, and organize data for training of departmental staff in these procedures. The Illinois Department of Transportation is seeking to hire an Inventory Management Unit Chief. Requirements

  • Completion of a bachelor’s degree majoring in general studies, business, computer science, computer information, computer information systems, engineering, public administration, project management, geographic information systems (GIS), or mathematics PLUS three years of experience handling data management activities; GIS; extracting, analyzing, and/or summarizing data; or a combination thereof; OR eleven years of experience handling data management activities; GIS; extracting, analyzing, and/or summarizing data; or a combination thereof.
  • Requires a valid driver’s license.
  • Requires successful completion of a background screening.
  • Requires occasional in-state or out-of-state travel with overnight stays.

Nice To Haves

  • Supervisory experience.
  • Working knowledge of the departmental transportation data systems.
  • Strong computer skills (Microsoft Access, Microsoft Excel, and GIS).
  • Ability to develop custom queries and reports against current and historical tables.
  • Ability to generate summary information, pivot tables, and charts for reporting current and historical roadway and bridge data.
  • Ability to analyze federal and state data regulations to comply with reporting requirements.
  • Ability to develop and maintain cooperative relationships with departmental staff and the public.
  • Strong organizational skills and detail-oriented with the ability to prioritize multiple tasks.
  • Ability to organize, facilitate meetings, and automate presentations.

Responsibilities

  • Determines statewide transportation data needs and formulates the annual highway inventory program to collect data, process, and provide the information necessary to meet these needs.
  • Implements federal directives for data collection, dissemination, and data submittals covering the Highway Performance Monitoring System (HPMS), the National Bridge Inspection (NBI) Program, and the Federal Performance Measures.
  • Maintains the base geographic information system (GIS) roadway network data that is used in geographical applications throughout the department and on web-based applications.
  • Establishes and manages multi-year contracts to supplement the highway and structure data collection throughout the state.
  • Trains staff throughout the department in data collection procedures and use of the Illinois Roadway Information system (IRIS), Illinois Structure Information System (ISIS), and other web-based applications. Conducts an annual meeting with users of the data inventory systems.
  • Organizes, motivates, trains, directs, and evaluates subordinate personnel to assure effective and efficient accomplishments of the bureau’s responsibilities.
  • Perform duties in compliance with departmental safety rules.
  • Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
