About the position

The Insurance Financial Analyst (Insurance Examiner) position at the Department of Consumer and Business Services (DCBS) in Oregon is responsible for maintaining oversight of the financial condition of domestic and certain foreign insurers. This role ensures compliance with the Oregon insurance code and administrative rules, as well as accounting practices prescribed by the National Association of Insurance Commissioners (NAIC). The position involves conducting in-depth analyses of financial statements, insurer applications, and responding to inquiries from various stakeholders regarding financial reporting and compliance issues.

Responsibilities

  • Perform independent in-depth analysis of insurance company annual and quarterly financial statements.
  • Analyze other required insurer filings, such as annual insurance holding company registration statements and audited financial statements.
  • Review insurer applications to determine qualification for Oregon certificate of authority.
  • Communicate with insurers regarding questions or compliance issues via written correspondence or telephone.
  • Respond to inquiries from attorneys, insurers, and the public about Oregon law as it applies to foreign insurers' financial reporting and conditions.

Requirements

  • Hold the Accredited Financial Examiner designation offered through the Society of Financial Examiners (for Insurance Examiner level).
  • A bachelor's degree in accounting or a related field with specific coursework (for Insurance Examiner Entry level).
  • Strong accounting and analytical skills.
  • Effective organization and independent work skills.
  • Proficiency with electronic workpapers and spreadsheets.
  • Good written and verbal communication skills.
  • Ability to maintain confidentiality of information.

Nice-to-haves

  • Experience in financial regulation or insurance industry analysis.
