About the position

This position is located at the DMV Headquarters in Sacramento. DMV's Information Systems Division (ISD) is seeking a qualified and highly motivated technology-forward thinking Information Technology (IT) Analyst/Developer to be part of a dynamic team that serves in the Vehicle Registration (VR) Development Unit. Under the general direction of the IT Supervisor II, the IT Specialist I will perform duties related to Business Technology Management, IT Project Management, and Software Engineering including, but not limited to, technical writing, communications management, software development, and solution design. The IT Specialist I is responsible for analyzing, designing, developing, documenting, testing, and maintaining applications.

Responsibilities

  • Perform duties related to Business Technology Management.
  • Engage in IT Project Management.
  • Conduct Software Engineering tasks.
  • Perform technical writing and communications management.
  • Develop and maintain software applications.
  • Analyze and design software solutions.
  • Document and test applications.

Requirements

  • Experience in software engineering.
  • Experience in software development.
  • Strong interpersonal skills.
  • Problem-solving skills.
  • Technical documentation skills.
  • Facilitation of Joint Application Development (JAD) sessions.
  • Knowledge of project management practices.
  • Understanding of the software development life cycle.

  • Proven and verifiable Scrum lead experience.
  • Experience with story grooming and sprint planning.
  • Test creation skills.
  • Knowledge of Java, XML, Webserver, EJB, MQ, JavaScript, RSA/Eclipse, COBOL copybook, CICS/IMS Java Data.
  • Salesforce development experience.
  • Excellent research, analytical, and troubleshooting skills.
  • Strong written and verbal technical and non-technical communication skills.
  • Ability to solicit, document, and organize complicated business rules.
  • Ability to work independently and in a team environment.
